RA Minister of Economy: Production of local seedlings is important for the development of horticulture

The continuous increase in the volume of modern intensive gardens and berry orchards has necessitated the existence of legislation on certification of planting material in Armenia. Tigran Gabrielyan, the RA Deputy Minister of Economy, said about this at the NA sitting convened on May 3.

The Deputy Minister submitted for debate in the first reading the package of draft laws on Making Addenda and Amendments to the RA Code on Administrative Offenses and on Making Addendum to the Law on Organization and Conduct of RA Inspections.

“The production of local seedlings is important for the effective development of agriculture, and, in particular, horticulture in Armenia, which can guarantee not only the increase of orchards, but also the opportunity for the export of planting material,” the rapporteur underlined.

On the basis of the proposal of the Ministry of Finance, there is a need to adopt the RA draft law on Making Addenda and Amendments to the Law on State Duty, which will set out a state duty to issue a certificate for planting material.

The deputy Sergey Bagratyan inquired how the cases of registration of varieties and hybrids considered as genetically engineered and genetically modified organisms, production, reproduction, certification, transportation, storage, sale and use of seeds and planting material will be regulated.

The rapporteur noted they will be defined in the draft law on the regulation of genetically modified organisms. The initiative will be submitted to parliament after being debated in the Government and being endorsed.

The Standing (Head) Committee on Territorial Administration, Local Self-Government, Agriculture and Environment Protection endorsed the initiative. The Committee member Davit Danielyan noted about this.
