The NA deputies Vahagn Hovakimyan and Vahe Ghalumyan presented a legislative initiative, which proposes to remove the restriction envisaged by one of the provisions of the law on Local Self-Government, according to which, a member of the Council of Elders cannot be an acting head of a community. Therefore, in those cases where a head of a community is not elected for some reason, the Prime Minister will be able to appoint a member of the Council of Elders an acting head of an enlarged community.
The proposal, presented by the co-author Vahagn Hovakimyan, was debated in the second reading at the extraordinary sitting of the NA Standing Committee on Territorial Administration, Local Self-Government, Agriculture and Environment Protection convened on May 6.
The draft proposes to supplement Article 102.6 of the above-mentioned law with the following sentence: “In this case, the restriction envisaged by the Article 19.1.2 does not apply.”
The Committee endorsed the draft.
