Vahan Naribekyan Presents Expenditures and Performance Indicators of NA Staff for 2021

On June 2, at the joint sitting of the RA NA Standing Committees on State and Legal Affairs and on Financial-Credit and Budgetary Affairs the budgetary allocations and their performances for 2021 were touched upon.

The RA NA Chief of Staff, Secretary General Vahan Naribekyan presented the brief description of the financial-economic activity of the parliament’s Staff, the annual report on the RA State Budget Execution for 2021.

The budget approved by the National Assembly the law on the RA State Budget for 2021 was 6.090.276.800 AMD. In the reporting year redistributions between the articles were carried out for providing the normal activity of the Staff. The RA National Assembly redistributed reserve fund of the Government for 2021 at the expense of the allocations about 622.085.200 AMD for financing of the expenditures being considered as a prior ity by the executive body.

As a result, the adjusted budget of the National Assembly on 7 events was 5.468.191.600 AMD, the cash outlay – 5.397.693.800 AMD. The budget was carried out by 98.7%. The deviation between the adjusted budget and the cash outlay was 70.497.800 AMD, which was transferred to the state budget.

The adjusted budget for 2021 on the programme the RA NA Activity Provision, Legislative, Analytical and Representation Services was 5.038.871.500 AMD, the cash outlay – 4.971.954.000 AMD, the budget was carried out by 98.7%. As a result of cost reduction and effective implementation, 66.917.500 AMD was saved.

The adjusted budget on the programme the RA Membership to the International Parliamentary Organizations was 181.932.000 AMD, and the cash outlay – 181.884.000. The budget was carried out by 99.9%.

The adjusted budget on the programme State Servants’ Training of the RA National Assembly Staff 590.600 AMD, the cash outlay is 360.000 AMD. 37 state servants were trained; the budget was carried out by 61%. The expenditures were carried out corresponding to the number of the actual trained state servants, as a result of which 230.600 AMD was saved.

36.219.000 AMD was designed for getting the administrative equipment on the programme the Improvement of the RA NA Technical Equipment Refurbishment, the cash outlay – 35.692.500 AMD. The budget was carried out by 98%. 526.000 AMD was saved conditioned by the processes of the purchase of goods. 120.578.000 AMD was designed for the event mentioned by the adjusted budget for 2021 on programme Improvement of the RA NA Building Conditions for the implementation of the renovation work of the building heating system. The cash outlay of the mentioned event was 117.813.300 or the budget was carried out by 98%.

Vahan Naribekyan informed that the renovation work of the NA building heating system, the fence repair of the parliament, the car basement workshop and the repair of the adjacent territories and the asphalting work were carried out. Video surveillance system was installed. The entrance of the administrative building and the doors of the corridors, the NA Baghramyan checkpoint and the citizens’ reception hall were repaired.

The inner lighting devices of the NA administrative building were replaced by energy saving lamps. In 2021, the car park was reduced by 10 cars, in 2022 reduction of 4-10 cars is designed. There was fuel saving by 16%, by about 9 million AMD.

The Chief of Staff, Secretary General of the NA Staff singled out the cooperation aimed at strengthening the capacities with the international structures. Comprehensive and important programmes, which are of continuous character are implemented within the framework of the Project UNDP Modern Parliament for a Modern Armenia. Seminars are held aimed at capacity development in the sphere communication for the Committees and the Staff employees with the cooperation of the International Republican Institute (IRI). The NA Staff jointly with the Parliamentary Centre (Canada) elaborated and presented the Corporate Strategic Planning with the NA Staff. The newly graduated specialists pass their work practice in the National Assembly financed by the National Democratic Institute.
