Today, our officers have a problem of solving to have a roof: the RA Minister of Defense Suren Papikyan said at July 6 extraordinary sitting of the NA Standing Committee on Defense and Security, presenting for debate in the first reading the draft law on Making Amendments and Addenda to the Law on Military Service and the Serviceman’s Status.

It was noted that in recent years the analyses of the RA Ministry of Defense show that year by year the quantity of the citizens having wish to turn to the personnel officer service decreases, which is greatly connected with the availability of already non adequate payment and the system of social guarantees.

As Suren Papikyan has assured, the adoption of the draft is conditioned by the necessity of the entry to the military-educational institutions, the election of the personnel officer service by the citizens and the attractiveness of turning to contractual military service in the RA Armed Forces and raising the interest.

According to the draft, provide an apartment with the right of free use to the serviceman who signed a contract for passing to contractual military service for 20 years to study in the military-educational institution, who finished the military-educational institution and who was appointed as an officer in the system of the RA Ministry of Defense.

In fact, the apartment is provided to the serviceman with the right to free property in cases of terminating the term of the military service contract or being released from the contractual military service on the basis of being recognized ineligible for the military service because of health state until the termination of the contract and getting the right to disability military pension by the order of established by law.

During the term of the enactment of the contract passing to the military service in case of the serviceman’s death connected casually with the military service the apartment is given to the fallen serviceman’s family members by the right of free property by the established order provided by the right to the serviceman’s free use.

The appropriate regulations spread on the servicemen who entered the military-educational institution after July 1, 2022 and signed a relevant contract.

It was noted that the draft will have positive impact in social viewpoint and at the same will boost the replenishment of the officers’ personnel.

In his co-speech the Committee member, the NA deputy Vahagn Aleksanyan noted that the issue had passed a stage of large scale preliminary discussion and called his colleagues to vote for it.

The Committee members were in favour of the legislative initiative.

The draft law was endorsed.
