After July 1, 2022 the servicemen who entered the military-educational institution, will be provided office apartments by the right of free use after graduating.

In case of turning 20-year military service term, as well as releasing contractual military service on the basis of recognizing invalid for the military service because of health condition until the expiry of the contract term and getting military pension of disability the serviceman will be provided that apartment by the right of free property.

To ensure the process there have emerged a need also to set 20 years of the term for the contract passing to military service being signed with the servicemen entered into military-educational institution.

The orders of providing housing designed for the family members of the fallen, died or recognized as military pensioner with disability servicemen with privileged conditions mortgage crediting during the service will not be spread on the servicemen who received apartment with proposing order.

At July 6 extraordinary session, presenting the amendments and the addenda being proposed to the law on Military Service and Serviceman’s Status, the RA Minister of Defense Suren Papikyan informed that the serviceman will receive 3-room apartment in Yerevan, and its maximum price is set 28.5 million AMD. In 2026, after getting education the latter will get an apartment and will own it until the end of the service except the right to sell it. The officer will get the right of ownership immediately after 20-year military service. The Minister informed that the officer also can give the apartment for rent, taking into account the difference of rent prices in Yerevan and in the marzes.

The deputies’ questions related to the order of getting the apartments, the possibility of making use of this order for the servicemen who received military service abroad and who wished to service in our country, the law having feedback, etc.

Suren Papikyan clarified that in the near future the Government will discuss the order and way of getting the apartments. The Minister informed that this order of providing apartments will also relate to the young people who studied in the military-educational institutions. Our state cooperates with those countries. The Minister noted that other order functions for other servicemen. The Government set privileged conditions for the officers passing to military service. The latter make use of mortgage lending with accessible version. The banks provide them mortgage with 7% interest, and the Government subsidized its 3%. The executive body also pays 10% advance payment of the apartment price. The Government allocates annually 500 places for that purpose. Presenting the servicemen with privileged status, the Minister noted that among those there are the officers registered beforehand and waiting for an apartment and the students studying ion the 2^nd , 3^rd and 4^th years. According to Suren Papikyan. After becoming an officer, the latter can present a bid and take part in the abovementioned programme with lottery.

In his co-speech the member of the NA Standing Committee on Defense and Security Vahagn Aleksanyan opined that one of the priorities is the problem of providing housing to the officers. He proposed his colleagues to vote for the draft.

As the deputy Andranik Kocharyan assessed, we enter into a full recuperation of the army, and the component of education is of priority in the social package. According to him, it is a revolutionary reform. Vigen Khachatryan also emphasized the officers’ education, proposed to apply encouraging methods for raising the professional quality of the teachers in the military institutions. As Armen Khachatryan evaluated, revolutionary regulation is designed. He suggested to spread the regulation of the law on the servicemen in the border troops of the National Security Service.
