Preliminary Version of State Budget of Health Sphere for 2023 Presented

In 2023, implementation of design estimate works of great number of medical centres, especially the outpatient clinics and polyclinics, which in the near future will give an opportunity also to envisage them among the priorities of the system, and in case of having the designs, they will also be included in the package of the implementation of capital expenditures. The Minister of Health Anahit Avanesyan said about this during the debate of the preliminary version of the state budget for 2023.

On July 11, the work discussion was held at the NA Standing Committees on Health Care and on Financial Credit and Budgetary Affairs moderated by Narek Zeynalyan and Gevorg Papoyan.

As the Minister of Health Anahit Avanesyan presented, in 2023, it is designed to implement 45 measures within the framework of 12 budgetary programmes, 4 out of which will be directed to the capital expenditures. In 2023, the designing budget is 142 billion AMD, and 12.3 billion AMD is directed to the capital expenditures.

According to the Minister, the priority by the Government towards the sphere of health care is evident, which distinctly underlined in the mid-term expenditure directions. In the current year within the framework of the state order voluminous work of reassessment of rendering service values will be done.

In 2023, the executive paid special attention to the increase of the financial means of the primary health care protection circle, which also is one of the priorities of the mentioned system in the Government programme.

The year 2022 is a transitional period in terms of the establishment of the medical continuous professional development institute. From January 1, 2023 the medical workers can carry out activities, if they have a certificate. At present, work is done for the specialists’ training, the credit filling in and ensuring the data accounting processes.

The Minister of Health answered the deputies’ questions, presented clarifications on the reassessment iof the values rendering within the framework of the state order, their mechanisms and criteria. Touching upon the introduction of the health insurance system, Ananhit Avanesyan noted that the insurance concept draft is at the stage of active working discussion. “The year 2023 is noted in the Government programme as a launch of the insurance system introduction, but the year 2023 will be directed to the creation of the insurance fund and the review of the accounts. The insurance introduction should not be merely increase of financial means, but the entire financing mechanism should be reviewed and operated, according to insurance logic. Hence, the year 2023 will be directed to the establishment of those institutes, and in 2024 the insurance system will launch,” the Minister of Health said.

The Budget Office of the National Assembly presented to the executive body a number of proposals and observations.

Summing up the discussion, Narek Zeynalyan noted that in the near future the Committee also will submit to the executive body relevant proposals and observations.
