The deputy Zaruhi Batoyan proposes amendment and addenda to the law on Automobile Transport for ensuring the right to move of the passengers with disabilities during inner-community transportations.

At July 12 extraordinary sitting of the Standing Committee of the Labor and Social Affairs the issue in the second reading was debated.

The author proposes to set compulsory demand of accessibility for the persons with disabilities to provide all transport means being presented to the competition of carrying out inner-community transportations.

After the first reading the Government and the author presented proposals in the final and transitional provisions. The executive body proposes to move the term of the law entering into force until January 1, 2023, which the author accepted.

The representative of the Government, the RA Deputy Minister of Territorial Administration and Infrastructure Armen Simonyan underlined that relevant amendments will be made in the decisions of the Government on the organization of the bus station activity and the completion orders.

The initiative was approved by the Committee.

The draft law on Making Amendments and Addenda to the RA Labour Code authored by the deputy Zaruhi Batoyan was also debated in the second reading and endorsed.

The author reminded that the initiative refers to the execution of labour rights of the persons with disabilities. It is proposed to set in the guarantees designed for the workers with disabilities that after being recognized a person with disabilities the worker can apply to the employer for perfect implementation of his/her labour duties or passing into other job of the same employer for getting reasonable adjustments.

The deputy proposes to fix the availability of the employees’ deportation plan in the obligations of the organizations, which, according to Zaruhi Batoyan, shall be compiled on the basis of the needs of persons with disabilities.

Editorial amendments were also made.

The Government presented the technical and editorial proposals from the first to the second reading, and most of them were accepted by the author.

The key rapporteur, the RA Deputy Minister of Labor and Social Affairs Ruben Sargsyan noted that the position of the Government on the draft is positive.
