Amendments Aimed at Reducing Practice of Littering in Unintended Places

Emphasizing the importance of increasing responsibility of society for dumping consumption waste in unintended places and quick detection of violations , the Government plans to entrust the application of measures of responsibility for administrative offenses provided for by the parts 3-4, 10-11 of Article 43.1 of the draft law on Making Amendments and Addenda to the RA Code on Administrative Offenses to the RA Police.

The legislative initiative authored by the Government on Making Amendments and Addenda to the Law on Waste and on Making Amendments and Addenda to the RA Code on Administrative Offenses is aimed at that purpose, which was debated in the first reading at the sitting of the NA Standing Committee on Territorial Administration, Local Self-Government, Agriculture and Environment Protection convened on September 7.

It is expected with the adoption of the draft law on Making Amendments and Addenda to the Code of Administrative Offenses to reduce the practice of littering in unintended places through the use of more effective and preventive mechanisms of responsibility.

The concepts operators of waste disposal sites and monitoring of waste disposal sites will be defined w ith the adoption of the draft law o n Making Addenda and Amendments to the Law on Waste, the procedure for implemen ting landfill monitoring, and the range of those implementing monitoring will be specified.

The monitoring implemented in accordance with the established procedure will contribute to the prevention or reduction of their harmful effects on human health and the environment during the operation of landfills, and will ensure the collection of necessary data on atmospheric air, soil, and water pollution in the areas adjacent to the waste disposal site.

The Committee endorsed the legislative package.
