According to the RA Deputy Minister of Finance Arman Poghosyan, with the adoption of the legislative initiative, the approaches to taxation of various types of products considered to be tobacco products with an excise tax will be reviewed and the problems related to exempting the import of certain products from value added tax will be regulated.
With the amendments to the Tax Code, the Government proposes to impose an excise tax on electronic cigarettes.
It was noted the Government will have the authority to define the procedure for the application of tax benefits provided by the international agreements of the Republic of Armenia.
According to the Deputy Minister, the use of electronic cigarettes is also harmful to health, which is documented by a number of health studies.
Answering the MPs’ questions, Arman Poghosyan stated that no new duties are set with the presented package: duty rate will be applied for the given product type. It was also noted that specific dates for the sale of products will be defined after the first reading. Regarding certain legal issues, a discussion will be organized with the participation of specialists in the near future.
The D eputy M inister expressed his willingness to cooperate with the NA Expertise and Analytical Department regarding a number of presented proposals.
As a result of debate, the legislative package was endorsed.
The draft on Making Addenda and Amendments to the Law of the Republic of Armenia on Approving the list of products imported by organizations and individual entrepreneurs not subject to an excise tax, whose import is exempt from value added tax was debated at the sitting of the NA Standing Committee on Economic Affairs on October 19.
