According to the draft, proper care of arrived passengers by the carrier should be ensured. The package of drafts on Making Addenda to the Law on Aviation and on Making Addendum to the RA Code on Administrative Offenses is aimed at establishing and clarifying the requirements of the standards regarding the carrier’s liability defined by Annex No. 9 of the Chicago Convention Simplification of Procedures, in connection with which it is proposed to establish liability requirements for the acceptance of transportation with false travel documents on the flight operated by the carrier, for the acceptance of transportation in violation of the requirements of international medical and sanitary rules and related provisions, as well as for ensuring the safety and care of passengers from the moment of leaving the plane at the airport to the time of crossing the state border of the country.
The RA Deputy Minister of Territorial Administration and Infrastructure Armen Simonyan noted that, it is planned to impose a fine in case of non-fulfillment of the requirements, which, according to him, will contribute to the proper fulfillment of responsibility of the airline to the passengers defined by international standards.
The Deputy Minister also informed that the technical proposals of the NA Expertise and Analytical Department were accepted.
With the package of drafts on Amending the Law on Tax Service and on Amending the Law on Customs Service, the positions of the operational-investigative department of the tax and customs bodies will be filled based on the results of the competition held under the procedure and conditions established by the heads of tax and customs bodies.
The competition held for the purpose of filling the positions of the operational-investigative department should also include a component related to integrity.
The RA SRC Deputy Chairperson Tsovinar Soghomonyan noted that with the adoption of the package of drafts, the filling of the positions of the operational-investigative department of the tax (customs) body will be carried out according to a uniform procedure based on the results of the competition held under the procedure and conditions established by the RA Chairman of the State Revenue Committee (SRC).
The draft law on Making Addenda to the Law on Safe Utilization of Atomic Energy for Peaceful Purposes proposes to stipulate by the law the authority of the Government to adopt normative legal acts in the field of safe utilization of atomic energy, also ensuring the principle of legal certainty.
According to the RA Acting Chairman of the Nuclear Safety Committee Khachatur Khachikyan, the draft was not amended after the first reading.
It should be noted that at the authors’ suggestion, the debate of a number of bills was postponed for up to two months.
As a result of debate, all legislative initiatives were endorsed.
The legislative initiatives were debated in the second reading at the sitting of the NA Standing Committee on Economic Affairs on October 19.
