A Number of Agreements Endorsed at Sitting of NA Standing Committee on Regional and Eurasian Integration

On November 7, at the sitting of the NA Standing Committee on Regional and Eurasian Integration the RA Deputy Minister of Finance Arman Poghosyan the draft law on Ratifying the Agreement on Implementing the Audit Activity within the Framework of the Eurasian Economic Union. According to him, the Agreement was signed in Moscow on April 19, 2022. The adoption of the Agreement stems from the provisions of the Treaty of May 29, 2014 on Eurasian Economic Union, as well as the liberalization of the united market formation in rendering audit services approved by the Supreme Eurasian Economic Council still on December 26, 2016.

According to the Agreement, uniform conditions and requirements for providing audit services in the EAEU member states will be created, within the framework of which a register of audit organizations

individual auditors and auditors with the right to provide audit services will be introduced in the EAEU member states. According to him, it is envisaged by the Agreement that the organizations included in

the register of any country can render audit services in any EAEU country, irrespective of the fact, residents of what country they are. At the same time the audit quality control should be carried out by the country, on territory of which the audit service was provided. The agreement contributes to the formation of a free market for the provision of audit services within the framework of the EAEU cooperation, and therefore to making the EAEU market available to the organizations providing audit services in the Republic of Armenia.

The RA Deputy Chairman of the State Revenue Committee Ashot Muradyan presented the draft law on Ratifying the Agreement on the Use of Navigation Seals for Transport Tracking in the Eurasian Economic Union. He informed that the Agreement was signed in Moscow on April 19, 2022.

Ashot Muradyan noted that the Agreement is directed to the reduction of the state control means during the transportation of the goods and ensuring legal circulation. The main aim of the Agreement is the definition of the mechanisms of organizing the bases of the regulation of the use of navigation seals in the EAEU for tracking the transportations through the territories of the two and more EAEU member states.The conditions, the order for the use of the navigation seals, the types of vehicles transporting goods, the participants in the tracking shipments, the national operators and control bodies are defined.

The RA Deputy Governor of the RA Central Bank Nerses Yeritsyan presented the draft law on Ratifying the Agreement on Exchange of Information in Combating the Legalization of the Revenues Received in Criminal Way during the Movement of the Cash Monetary Means and Monetary Instruments through the Customs Border of the Eurasian Economic Union and Terrorism Financing.

He informed that the Agreement was signed on July 20, 2021. The document was signed for combating the legalization, laundering of the revenues received in criminal way during the movement of the cash monetary means and monetary instruments through the customs border of the Eurasian Economic Union and terrorism financing. The Agreement regulates the order of questioning the information, the requirements being presented to the inquiry, the order of inquiring information and the bases of rejecting the inquiry. Nerses Yeritsyan informed that receiving information within the framework of the Agreement should be secret, and without written consent of the body providing that information cannot be used for other purpose than the goals for which that inquiry was presented. In accordance with the member states define a responsible body for creating a basis for information and presenting information.

The debated Agreement was endorsed by the Committee and will be included in the draft agenda of the fourth session of the NA eighth convocation.
