National Assembly Debates a Number of Draft Laws in Second Reading

The parliament debated a number of legislative initiatives in the second reading at the sitting on November 15.

According to the legislative initiative, it is proposed to give the RA Government the right to adopt secondary regulatory legal acts defining norms in separate spending areas by the Law on Budget System of the Republic of Armenia.

The draft law on Making Addendum to the Law on RA Budget System authored by the Government was debated in the second reading in parliament.

The legislative package on Amending the Law on Tax Service and on Customs Service envisages filling the positions of the operational-investigative department of the tax and customs bodies based on the results of the competition held under the procedure and conditions established by the RA Chairman of the State Revenue Committee.

With the draft law on Making Addenda to the Law on Compulsory Enforcement of Judicial Acts, it is planned to regulate the relations on the implementation of certain actions by the enforcement officer of the same or other subdivisions within the framework of enforcement proceedings, as well as to establish regulations on combining and separating enforcement proceedings into one proceeding.

The current law on Compulsory Enforcement of Judicial Acts now sets out only general provisions related to the confiscation of property within the framework of enforcement proceedings.

According to the draft law, it is proposed to clarify the scope of the persons who have the right to take possession of the property within the framework of the enforcement proceedings, based on the receipt or the relevant contract.

A number of proposals were presented regarding the package of the draft on Making Addenda and Amendments to the Law on Mediation and the related ones.

Details related to the draft law on Making Addendum to the Law on Urban Development were presented.

The draft on Approving the Draft Education Development Strategy 2030 of the Republic of Armenia was also debated in the second reading. Amendments were made to the draft based on the proposals presented by the deputies and the Ministry, the program was improved.

With the adoption of the package of bills on Making Amendments to the Code of the Republic of Armenia on Administrative Offenses and the Law on Urban Development, the application of responsibility measures in the field of urban development is expected, as well as the legal regulation of administrative liability.

According to the legislative package on Making Amendment and Addenda to the Law on Licensing, it is expected to form a clear, favorable and complete legal environment for the entities to be licensed in the field of urban development.

The draft laws on Making Addenda and Amendment to the Law on Remuneration of Persons Holding State Positions and State Service Positions and on Making Addenda and Amendments to the Law on Remuneration of Persons Holding State Positions and State Service Positions proposes to regulate certain issues related to the remuneration of the employees of the Anti-Corruption Commission. It is proposed to pay a bonus to the persons carrying out operative-investigative activities in the Anti-Corruption Committee in the amount of 2% for each year.

According to the draft law on Making Amendments and Addenda to the Law on Academy of Justice, it is proposed to include representatives from the Anti-Corruption Commission and the Investigative Committee in the Management Board of the Academy of Justice, giving the latter the opportunity to participate directly in the activities of the Management Board of the Academy of Justice, as well as to solve quickly and efficiently the problems that arise during the preparation and training of specialists.
