RA NA Statement on Causing Humanitarian Crisis in Nagorno Karabakh by Azerbaijan

At December 14 sitting, the RA National Assembly discussed and with 57 votes in favour adopted the RA NA Statement on Causing Humanitarian Crisis in Nagorno Karabakh by Azerbaijan.

“In the morning of 12 December 2022, Azerbaijan illegally blocked the Lachin Corridor, which connects Armenia with Nagorno Karabakh.

Once again grossly violating the provisions of the Trilateral Statement of November 9, 2020. Azerbaijan pursues a goal to deprive Nagorno Karabakh the connection with the outside world.

To prepare the provocation Azerbaijan was creating campaigning false pretexts for a lasting period. As a consequence of this extremely provocative and explosive operation, the residents of Nagorno-Karabakh have been deprived of the right to free movement, thousands of people, including children in cold conditions remained on the roads, numerous families inadvertently were separated, appearing on different sides of the blockade. The citizens with difficult health problems are deprived of medicine and health services. The supplies of food and first aid other goods have been disrupted. 120.000 people in blockade literally appeared in the status of hostage.

Making stronger the provocative and anti-humane actions, in the evening of December 13, Azerbaijan closed the pipe valve supplying the natural gas to Nagorno Karabakh, which they installed after exploding the pipe on March 7, 2022. In the created situation the schools and kindergartens being heated were forced to stop their work, because of which about 22.000 children were deprived of the right to education.

As a result of the abovementioned operations of Azerbaijan, in Nagorno Karabakh humanitarian disaster starts, the human fundamental rights and freedoms are grossly violated, and the security of the Armenians of Nagorno Karabakh appeared under direct threat.

All this is the next evidence of the fact that Azerbaijan has adopted a genocidal policy against Armenians of Nagorno Karabakh. The regular violations and provocations of the ceasefire by the Armed Forces of Azerbaijan on the line of contact with Nagorno-Karabakh make more visible the existential danger of the Armenians of Nagorno Karabakh.

Closing the Lachin Corridor, Azerbaijan directly violates the provisions of the Trilateral Statement of November 9, 2020, according to which, the Lachin Corridor is under control of the peacekeeping troops of the Russian Federation in Nagorno Karabakh, and the Republic of Azerbaijan shall guarantee safe movement of citizens, vehicles and cargo in both directions along the Lachin Corridor.

Based on this situation we call on the Russian Federation to take necessary actions for ensuring the full implementation of the provisions stipulated by the Trilateral Statement of November 9, 2020 in the zone under the control of the Russian peacekeepers.

We call on the international community to strictly and in a targeted way condemn the actions of Azerbaijan and take measures for preventing the humanitarian disaster in Nagorno Karabakh. In the created situation we emphasize the launching or restarting the international mechanisms for ensuring the rights and security of the Armenians of Nagorno-Karabakh.

We call on the UN Security Council, OSCE Minsk Group Co-Chairing and member states to send fact-finding mission to Nagorno Karabakh for monitoring the humanitarian situation,” the Statement says.
