Deputies Give Speeches on NA Draft Statement

On December 4, at the NA convened extraordinary sitting the deputies discussed the NA Draft Statement on Causing Humanitarian Crisis in Nagorno Karabakh by Azerbaijan presented by the NA Civil Contract Faction.

“In our neighbouring countries, and not only in the directly neighbouring countries, they have not understood that there are red lines in the Republic of Armenia. Those red lines are clear for us, we have spoken about it, and they cannot impose anything on us with such actions. I think that my hint will hit the spot and they will understand that this version will not work,” the RA NA President Alen Simonyan underlined giving his speech on the NA Draft Statement.

The RA NA President made some remarks, noting that we should speak with the international counterparts about the international mandate. “Why not the Observation Mission of the Minsk platform 12 member states? Why not having them on the territory of Artsakh? This is one more record that I think we should voice and we’ll have to work in that direction very hard,” the NA President said.

The Head of Parliament also referred to the mandate of the peacekeepers of the Russian Federation (RF), underscoring that the peacekeepers are necessary there, they should extend their activities. “Perhaps, we should observe the issue of controlling there not only the RF peacekeepers, but also through other international formats.

Touching upon the international evaluations sounded on created situation, the Head of Parliament recorded that by this moment, already the U.S., the EU and France made targeted statements. “According to our information, also the Russian Federation is going to make similar statement, to which the Armenian people have been waiting for a long time,” Alen Simonyan noted.

To the RA NA President’s observation, it’s a joke that bringing forth environmental slogans, cutting off the natural gas supply, the representatives of our neighbouring country try to solve environmental problems. In his opinion, the records made should be at the core of the parliamentary diplomacy.

The NA Vice President Hakob Arshakyan expressed his support to our compatriots of Artsakh. “We have not at all forgotten them, we are next to them, and they are in our hearts and thoughts, and we spare no effort and energy in order to solve the situation as soon as possible,” the NA Vice President said. Hakob Arshakyan thanked the international counterparts, who at the most important and right moment with their targeted responses stand next to the Republic of Armenia, the people, the children, and they recognize their rights of priority, as well as in their statements.

“There is no need for proving that with blocking the Lachin Corridor again, this time already extending for days, Azerbaijan directly violated its obligation of the Statement of November 9, 2020,” Hripsime Grigoryan stressed. According to her, in winter closing the valve of the gas supply and leaving without heating the population of Nagorno Karabakh, Azerbaijan deliberately escalates the situation. According to the MP, the peacekeeping mission of the Russian Federation should restore the control in the corridor, in fact, immediately and by all means.

According to Sargis Khandanyan, unless the problem of Nagorno Karabakh has not been comprehensively solved, the criteria of the protection of the rights and security of the Armenians of Nagorno Karabakh has not been set and internationally guaranteed, the peacekeepers’ mandate should be extended or become termless, until the final solution of the issue. The deputy highlighted the sending of the fact-finding mission for monitoring the humanitarian situation in Nagorno Karabakh by the UN and the OSCE, which will show the necessity of the peacekeepers’ international mandate.

According to Zaruhi Batoyan, the blocking of the only road connecting the Artsakh Republic with the Republic of Armenia has one consequence: humanitarian disaster for about 120.000 people. It was noted that in the more difficult situation appeared the most vulnerable groups: the children, the persons with disabilities, the elderly people and the women. The MP called on her colleagues implementing international and diplomatic mission, to take distinct and practical steps for the peaceful solution of the created situation.

Highlighting the adoption of the NA Statement, Vigen Khachatryan thinks that it should be measured and restrained. According to the MP, the created situation is the answer of the position of Armenia in the Nagorno Karabakh issue sharing the viewpoint of the Russian Federation.

“A whole nation stands before the danger of genocide, stands in the part being part of the Council of Europe,” Vladimir Vardanyan noted. The MP called on the religious leaders of the world, the public figures and the persons, whose voice is audible to prevent one of the greatest tragedies of the 21st century.

In Andranik Kocharyan’s opinion, by blocking the Lachin Corridor Azerbaijan triggers war which Armenia does not want. “Our agenda is peace, but blocking the Corridor, Azerbaijan again makes perceivable the Nagorno Karabakh theme,” the MP underlined. According to him, the Lachin Corridor will definitely be opened.

Maria Karapetyan noted that Azerbaijan causes humanitarian disaster in Nagorno Karabakh, taking the advantage that the world order collapses.

Vilen Gabrielyan referred to the workstyle of the deputies of the opposition factions, noting that their goal is splitting the society and the weakening of the state’s positions.

Rustam Bakoyan considered inadmissible the ongoing events in the Lachin Corridor, qualifying it violation of the Trilateral Statement of November 9, 2020. In his opinion, the neutrality shown by the Russian side is also unacceptable, when many European countries made statements on the issue.

Vahagn Aleksanyan informed that yesterday with his colleagues Armen Khachatryan, Hayk Tsirunyan, Davit Arushanyan and other deputies of Syunik Marz visited Nerkin Khndzoresk. After the meeting with the villagers they met with the citizens of Artsakh, who because of the road being blocked were in Goris. According to the MP, he was especially impressed by the minor children’s behavior, who while talking to their parents were trying to be lively, cheerful and strong, in order their parents won’t be worried. “This episode presents the Artsakh problem. This is the very issue of the right, because the minor children have the right to see their parents, to be with their parents. The children have the right to go to school being heated, they have the right not to freeze in their homes. This is the right that Azerbaijan tries to deprive the citizens living there,” Vahagn Alkesanyan said.

In his concluding speech, the Head of the Civil Contract Faction Hayk Konjoryan noted that they work in everyday regime with their international colleagues to find all possible tools for the rights and targeted safety of the Armenians of Nagorno Karabakh. “The claim of Azerbaijan that there does not exist Nagorno Karabakh and the issue of Nagorno Karabakh is the most vivid evidence of what’s happening in the Lachin Corridor during these days that there exists Nagorno Karabakh and the issue of Nagorno Karabakh, and the most important proofs is that there are people who live in Nagorno Karabakh, the life that there is and goes on in Nagorno Karabakh,” he noted.
