It is Proposed to Establish Order of Including the Newly Discovered Monuments in the State List

It is proposed to establish the notions regarding the preservation and use of historical-cultural immovable heritage, the order for accounting of monuments and including the newly discovered in the state list. It is fixed by the draft that the information on being monument or in the territory of preservation zone of monuments from now on will be included in the state registration certificate of rights towards the real estate. The Government worked out legislative initiative for this purpose, which envisages to make amendments and addenda to the laws on Preservation and Use of History, Cultural Immovable Monuments and Historical Environment and on State Registration of Rights towards Property.

The NA Standing Committee on Science, Education, Culture, Diaspora, Youth and Sport debated the legislative package in the first reading at the sitting held on January 13.

The RA Deputy Minister of Education, Science, Culture and Sport Alfred Kocharyan, noting that there are about 24.000 various monuments in the country. The Committee Chair Sisak Gabrielyan noticed that probably monuments, which do not exist now, are destroyed, can be included in the list of those 24.000. The Deputy Minister Alfred Kocharyan approved the voiced viewpoint. Touching upon the proposing amendments, the Deputy Minister informed that the law regulating the sphere has remained unchanged since 1998. The draft was endorsed by the Committee.

The Committee debated in the second reading and endorsed also the draft law on Amending the law on General Education, which authored the deputies of the NA Civil Contract Faction Lilit Stepanyan, Heriknaz Stepanyan and Sisak Gabrielyan. The elaboration of the draft is conditioned by the necessity of regulation and adjustments in some provisions of the law on General Education.
