It is proposed to rename the law on State and Office Secret into the one on State Secret. So, the law will be modernized and will be complied with legislation in force and the international standards, the regulations on the office secret will be removed from the law. As a result, the information with ‘Secret stamp writing’ will have stamp writing ‘Top secret’ and ‘Secret.’

The Deputy Director of the National Security Service Tigran Harutyunyan said about this, presenting for debate in the first reading the law on State Secret and the enclosed legislative package in parliament.

The law on State Secret regulates the relations connected with the processes of classifying, encrypting the information in the series of state secret, preserving, protecting, using, deciphering or destroying the state secret for ensuring the national security of the Republic of Armenia, sets the understanding of the information containing state secret, the degrees of secrecy, the authorities of the state and local self-government bodies, organizations, legal persons, physical persons in the relations concerning the information containing state secret, the duties of the persons with permission referring to the information containing state secret, the conditions and restrictions set for their work, as well as the relations connected with the office information of limited dissemination. The Chair of the NA Standing Committee on State and Legal Affairs Vladimir Vardanyan presented the endorsement of the Committee on the draft.

The Secretary of the NA Armenia Faction Artsvik Minasyan presented the position of the Faction. To his assessment, there is particularly no difference between the law in force and the draft under debate, besides, a number of provisions of the draft are problematic.

In their final speeches the main and co-rapporteurs touched upon the opposition deputy’s speech, urging him to present proposals.
