The legal field of the sphere of preservation and use of historical and cultural immovable monuments and historical environment will be completely regulated. The RA Deputy Minister of Education, Science, Culture and Sport Alfred Qocharyan noted about this, adding that the legislative package will at the same time promote the increase of responsibility towards the cultural activities being carried out in the sphere of history and cultural monuments, essentially contributing to the efficiency of the solution of the current problems in the system, as well as the elaboration of the united state policy in the sphere of preservation of historical and cultural monuments.

It is proposed to set the notions on the preservation and use of the historical-cultural immovable heritage, the order of the monuments’ accounting and including them in the newly discovered monument state list by the package of the draft laws on Making Amendments and Addenda to the RA Law on Preservation and Use of the Historical and Cultural Immovable Monuments and on Making Addenda to the RA Law on State Registration of Rights Towards Property.

According to the Deputy Minister, it is fixed that the information on being a monument or on the preservation zone territory of the monuments from now on will be included in the state registration certificate of the rights towards the real estate. It is also proposed to introduce mechanisms of comprehensive solution of the problems existing in the sphere. At the same time, the improvement of the legislation of the historical and cultural immovable monuments is aimed at complying the law in force with the requirements and standards of the international conventions of the sphere.

The Deputy Chair of the NA Standing Committee on Science, Education, Culture, Diaspora, Youth and Sport Taguhi Ghazaryan presented the endorsement of the Committee, underlining that they have agreement with their opposition colleagues to deeply study the draft law and to more improve it until the second reading.
