On February 28, the National Assembly began the work of the regular sittings. The deputies approved the agendas of the regular sitting and the fifth session of the NA eighth convocation.

Before the debate of the agenda items, the deputies with a minute’s silence standing honoured the memory of the victims of the Armenian population pogroms at state level by the Azerbaijani authorities in the city of Sumgait of the Soviet Azerbaijan.

The draft law on Compensation of Damages Caused to the Servicemen’s Life and Health during the Defense of the Republic of Armenia authored by the Government was debated in the first reading. The aim of the presenting drafts is the improvement of the efficiency of the compensation process of the damages caused to the health of the servicemen with disability during the defense of the motherland.

The RA Deputy Minister of Labor and Social Affairs Davit Khachatryan informed that by the law in force beneficiary of the Foundation can be the servicemen, who as a consequence of injury or mutilation received during combat actions got first or second group disability. If, as a result of re-examination the serviceman was recognized a person with third group disability, then, according to the functioning regulations, the monthly equal payments stop. 114 beneficiaries appeared in this situation, whose disability category was changed from the second to the third group as a result of re-examination, which caused their dissatisfaction. Taking into consideration this fact, it is proposed to make relevant amendments to the law on Compensation of Damages Caused to the Servicemen’s Life and Health during the Defense of the Republic of Armenia and empower the Foundation Board with its defined conditions and order render services to the Foundation beneficiaries, who are recognized persons of third group or with disability of average degree functionality.

The deputy of the NA Civil Contract Faction Zaruhi Batoyan inquired from Deputy Minister which servicemen will refer this legislative amendment.

The Deputy Minister clarified that initiative will refer to all servicemen, who after war, having first or second group, as a result of re-examination received third group. In all these cases recalculation will be made, and the beneficiaries will be paid.

The NA Standing Committee on Labor and Social Affairs endorsed the draft.

During the exchange of ideas, the MPs presented a number of proposals. It was proposed to create conditions in order to ensure the possibility of employment pf persons who received military disability, as well as provide stable compensation during military actions until the end of life.

On behalf of the NA Armenia Faction Tadevos Avetisyan gave a speech. He noted that it is necessary to solve the problem with complete regulations in order the servicemen who became disabled will be able to live a full life.

Heriknaz Tigranyan expressed the positive position of the NA Civil Contract Faction on the draft and referred to the colleagues’ proposals, gave clarifications.

The draft was accepted in the first reading.
