Regulations regarding electronic contracts in the Civil Code are outdated, limited in interpretation and unclear in terms of application. Cases of contracts concluded through internet sites, various electronic applications and platforms are not clearly regulated.
With the initiative, regulations regarding electronic contracts and e-commerce are revised. The RA Minister of Justice Grigor Minasyan spoke about this at the NA February 28 sitting.
With the proposed regulations, the citizen will be more protected in contractual relations. “It will be more visible for the party to the contract, the consumer what kind of relationship he enters into when signing the contract, what conditions he agrees to,” the rapporteur underscored.
The Deputy Chair of the Standing (Head) Committee on State and Legal Affairs Arusyak Julhakyan introduced the Committee endorsement. According to her, the amendments are aimed at aligning the civil-legal relations in the Civil Code with the facts conditioned by the development of technologies.
The proposed amendments and addenda to the Civil Code, laws on Trade and Services and Consumer Rights Protection were debated in the first reading at February 28 NA sitting.
