Parliament Debates a New Agreement on Cooperation between RA and RF

The aim of the Agreement is to promote cooperation between the competent bodies of the Republic of Armenia and the Russian Federation (RF) in the field of information security. The First Deputy Minister of the RA High-Tech Industry Gevorg Mantashyan said, introducing the draft law on Ratifying the Agreement on Cooperation between the Government of the Republic of Armenia and the Government of the Russian Federation in the field of information security.

With the implementation of the Agreement, it is intended to contribute to the expansion of cooperation between the Republic of Armenia and the Russian Federation in the field of information security, including in the directions of the information exchange on threats and their joint countermeasures, agreement and implementation of confidence-building measures for the purpose of information security, the information exchange on the legislative field, the improvement of legal field regulating the sector, activity coordination within international organizations, as well as capacity development.

The Agreement was signed on April 19, 2022.

The NA deputy of the Civil Contract faction Arman Yeghoyan, asked how the cooperation with the RF in the above-mentioned areas has been carried out until today, whether the legal contract base formed over the past 30 years has not settled these issues. The Deputy Minister mentioned that the Agreement on Friendship, Cooperation and Mutual Assistance between the Republic of Armenia and the Russian Federation, which was signed on 29 August 1997, did not include such clauses. Previously, some clauses were debated in working order, and now, in this century of various information technologies’ development, it is necessary to coordinate these issues and have a document that we can be guided by.

The endorsement of the NA Standing Committee on Defense and Security was presented by the Deputy Chair of the Committee Armen Khachatryan.
