The draft law on Making Amendments and Addenda to the Law on the RA Disciplinary Code of the Armed Forces and the package of related drafts clarify the relations regarding the organization of disciplinary and military service, liability is defined for the person wearing military uniform who is not in military service and who does not have the right to wear a military uniform intended for servicemen.

As the RA Deputy Minister of Defense Arman Sargsyan assured, the presentation of the package of draft laws is due to the need to implement the legislative support of the reforms in the sphere of defense designed by the programme of activities of the RA Government for 2021-2026.

According to the Deputy Minister of Defense, it is necessary to clarify the scope of applying encouragements and disciplinary penalties to servicemen who pass military service through conscription or are called to training camps.

Due to the existing realities, it became necessary to supplement the types of disciplinary offenses with articles defining liability for non-observance of the restrictions established by the law, as well as for violations of the rules of confidentiality.

It was noted that after the law comes into force, the use of smartphones during the service will be prohibited: only in special cases, with special permission, servicemen will use phones.

According to the key rapporteur, the notion of military service will be more comprehensively defined by the legislative package, the list of limitations defined by the law for servicemen will be supplemented with the features of military service.

The procedure for two brothers to serve in the same military unit has been clarified, because in certain cases one brother is assigned to serve in a military unit with such conditions that are not satisfied by the other brother.

There will be an opportunity to join the contract military service even after reaching the age limit.

The Deputy Chair of the Committee, the co-rapporteur Armen Khachatryan noted that the most important amendments are being implemented with the legislative package. He presented a number of MPs’ proposals, most of which were adopted by the key rapporteur.

Sergey Bagratyan highlighted the continuous reform of the legislation of the sector.

The issue will be debated at the NA regular sitting within 24 hours.

As a result of the debate, the package of drafts was endorsed.

The legislative package was debated at April 3 sitting of the NA Standing Committee on Defense and Security.
