The adoption of the package of drafts on Making Amendments and Addenda to the Law on Postal Communication and on Amending the Law on Special Delivery of Documents is conditioned by the necessity of matching the provisions of the Comprehensive and Enhanced Partnership Agreement signed between the Republic of Armenia and the European Union and the European Atomic Energy Community and their member states with the law on Postal Communication: the RA Deputy Minister of high-tech industry Davit Sahakyan said presenting the issue for debate at April 5 sitting of the NA Standing Committee on Economic Affairs in the first reading.
It is proposed to write down a number of notions in the law on Postal Communication with a new edition.
The types of postal communication activity have been clarified, the scope of universal postal communication services, the quality standards of their provision with a new edition, as well as the authorizing norms have been defined for the adoption of sub-legislative normative legal acts.
It was noted that with the adoption of the package of drafts, it is expected to improve the sphere of postal communication, to regulate the mechanisms of providing universal postal services, to set quality standards for the provision of postal communication services, to introduce reporting mechanisms, to set the rules for postal services, requirements for postal deliveries, and rules for operating in the postal services market, which will have a positive impact on the population socially.
As a result of the debate, the legislative package was endorsed.
