With the adoption of the draft, it is expected to regulate the issues regarding the organization of the children’s education who need special conditions of education and development at the pre-school educational level, as well as the provision of pedagogic-psychological support services. This was stated by the RA Deputy Minister of Education, Science, Culture and Sports Araksia Svajyan at the sitting of the RA NA Standing Committee on Science, Education, Culture, Diaspora, Youth and Sport on April 25. The package of draft laws on Making Addenda and Amendments to the Law on Pre-school Education and on Amending the Law on Pre-school Education of 6 May 2020 was debated in the first reading.
Taking into consideration the fact that the number of pedagogic workers is different depending on the number of groups and positions of pre-school educational institutions, it is proposed to clarify the fact that mandatory training should be every five years.
According to the proposed amendment, the heads of pre-school educational institutions will be able to be in office without a certificate until 1 June 2024.
It was proposed to extend the term of the licensing process of development centers and organizations providing pre-school services until 10 December 2023.
According to the co-rapporteur Narek Babayan, there is still a lot to be done in the sphere of pre-school education in terms of inclusive education in order to reach the targets of the strategy adopted until 2030.
Araksia Svajyan responded to the deputies’ questions, touching upon the issues regarding the licensing of care centers, the tenure of directors of pre-school educational institutions.
The legislative package was endorsed.
