1 / 9

At May 15 sitting of the NA Standing Committee on State and Legal Affairs, the Committee members observed a minute silence in honour of the memory of the conscript serviceman Narek Baghdasaryan fallen because of the Azerbaijani provocation defending the sovereign territory of the Republic of Armenia on May 12.

“In recent years the investigators of the Investigative Committee work overloaded. By the year 2020, 32.483 criminal cases were examined in the proceedings of the Committee, in 2021, - 41.883 criminal cases, in 2022 – 59830 criminal proceedings. If in 2020, the average annual workload was 73 proceedings, in 2022 their number was 87, and in 2022 – 111 proceedings,” the Deputy Chairman of the RA Investigative Committee Arsen Ayvazyan said.

The Committee in the first reading debated the draft law on Making Addenda to the law on Remuneration of the Persons Holding State Positions and State Service Positions. The amendments being proposed by the draft law are conditioned by the necessity of the implementation of a number of strategic programmes. The legislative amendments are directed to the increase of the investigators’ salary and the increase of the premiums established towards it and the increase of the investigators’ number.

Answering to the deputies’ questions, Arsen Ayvazyan presented the improvement of the conditions of the investigators’ work by technical replenishment. The deputy Arusyak Julhakyan inquired about the quantity data, i.e. the annual sum of money, according to the amendment. The Deputy Chairman of the RA Investigative Committee noted that from June 1, in case of increasing the salaries and providing premiums 2.6 billion AMD will be required. The issue was debated in the Government and approved.

The co-rapporteur Alkhas Ghazaryan underlined that it will be fair to set the premium in the amount of 92% for the investigators of the Investigative Committee. She proposed her colleagues to endorse the draft.

In her speech Arusyak Julhakyan noted that the state should encourage the effectively working employee. The increase of the salaries of the employees of different sectors of the justice system occupies its unique place in the reforms of the sector started in 2018. In this context, Arusyak Julhakyan also highlighted the introduction of the attestation system.

The draft was endorsed.
