Reports of 2022 state budget execution of RA Prime Minister’s and President’s Offices debated

In 2022, around 21.7 billion AMD was allocated to the Prime Minister’s Office for the implementation of 11 programmes, out of which 10 programmes were implemented in 2022, the expenses were around 20.8 billion AMD or 95.7% of the planned amount. The deviation from the planned index is mainly conditioned by the provision of the Prime Minister's authority implementation, modernization of the state sector and the inspection supervision programmes. Compared to the previous year, the expenditures on the programmes implemented under the responsibility of the RA Prime Minister’s Office decreased by 12.9% or 3.1 billion AMD, which is mainly due to the decrease in expenditures made within the framework of the RA Prime Minister's Authority Implementation Programme. The Chief of Staff to the Prime Minister Arayik Harutyunyan said this.

On June 2, the debate of the report on the RA 2022 state budget execution continued at the joint sitting of the Standing Committees on State and Legal Affairs and on Financial-Credit and Budgetary Affairs. The sitting was chaired by the Chairs of the Committees Vladimir Vardanyan and Gevorg Papoyan.

In 2022, the trade and infrastructure development credit programme implemented with the support of the World Bank was transferred to the Ministry of High-Tech Industry from the provision of the Prime Minister’s authority implementation programme. The event of support of parties and alliances of parties was transferred from the RA Prime Minister’s Office to the National Assembly.

Compared to 2021, a 4.4% increase was recorded in terms of the expenditures carried out under the responsibility of the Prime Minister’s Office.

Araik Harutyunyan mentioned that the staff has set an objective to continue the work of increasing the efficiency of the state apparatus. According to him, the work and cooperation with the National Assembly is becoming more effective year by year. The multi-faceted debates of the projects allow to bring higher quality drafts to the plenary sittings of the National Assembly. He noted that the Staff will continue to have the most direct participation in the organization of major public life events.

The Chief of Staff to the Prime Minister, answering the deputies’ questions, presented clarifications regarding the bad index recorded in case of the development of industrial branches, the transparency of the activity of the Government, and the technical re-equipment of the Prime Minister's Office.

According to the Deputy Chief of Staff of the RA President’s Office Khachatur Poghosyan, in 2022, the annual plan for the provision of the authority implementation of the President of the Republic programme was approved for 1 billion 602 million 527 thousand AMD, the specified plan was 1 billion 328 million AMD, and 1 billion 231 million AMD was actually spent, which made up 92.7% of the specified budget.

The annual plan of the event of the activity and representation provision of the President of the Republic was approved for 1 billion 598 million 700 thousand AMD, the specified plan was 1 billion 299 million 600 thousand AMD, out of which 1 billion 202 million 900 thousand AMD was actually spent, which is the specified amount 92.65 of the budget. About 96 million AMD was saved.

The annual plan of the event Improving the technical equipment of the office of the President of the Republic was approved for 3 million 760 thousand AMD, then by the decision of the Government it was increased by 20 million AMD. 23 million 100 thousand AMD was actually spent during the year, which is 97.3% of the specified budget.

Khachatur Poghosyan also presented the expenditures incurred for other events, touched upon the President's visits to foreign countries and their aims.

The Secretary of the NA Armenia Faction Artsvik Minasyan inquired whether the President used his authority in 2022 and applied to the Constitutional Court regarding the constitutionality of any law.

Khachatur Poghosyan stated that there was no such case in 2022, but the President applied to the Constitutional Court with a similar issue this year. In particular, the President applied to the Supreme Court regarding the Administrative Procedure and some parts of the Judicial Codes. According to him, the decisions of the Constitutional Court will be published in the next few days.
