State budget 2022 execution of the RA Ministry of Environment is 85%

The 85% state budget execution of the Ministry of Environment is conditioned by the underperformance of the grant programmes, which is a consequence of complications of covid and post-war. The state budget execution without grant programmes was actually 97.8%.

The Minister of RA Environment Hakob Simidyan informed about this at June 6 joint sitting of the NA Standing Committees on Territorial Administration, Local Self-Government, Agriculture and Environment and on Financial-Credit and Budgetary Affairs, presenting the report of the financial means designed by the state budget 2022 and the budgetary programme performance of the structure led by him.

According to him, the budget of the Staff of the Ministry and the current expenditures of Project Implementation Office (PIO) was 1bln 80mln AMD. 2bln 900mln AMD was allocated to 9 State Non-Commercial Organization (SNCO) by the programme in the system, 932 mln AMD was allocated to 936 SNCO of the Specially Protected Nature Territories. Within the framework of the Treaty with the German Caucasus Nature Fund (CNF) Organization 382mln AMD was also provided to the SNCOs, 1.6bln AMD was allocated to the SNCO Hydrometeorology and Monitoring Center.

Touching upon the current expenditures of Sevan National Park SNCO, the Minister noted that 10mln AMD was allocated with the programme Accounting of fish and crab reserves in Lake Sevan.

It was noted that increase of sig fish was recorded. Unlike 2021, in 2022, 600 quotas were set, which was fully realized, as a result of 36.7mln nature usage fee was received. About 800 hunters were involved within the framework of the quota.

According to the Minister, in 2022, as well as in 2023 the export of the caviar from Lake Sevan was banned, which will be continuous.

118mln AMD was also designed within the framework of the cleaning work of water territory forest of Sevan, as a result of redistribution, 48.8mln was directed to obtaining design estimate documents.

In 2023, 400 ha coastal area will be cleaned by recalculation. About 300mln AMD will be provided for continuing the project of Sevan trout. It was noted that joint work with the Office of the RA Deputy Prime Minister Tigran Khachatryan go on for continuation of the restoration project of Sevan trout.

2.1bln AMD was allocated to the project Forest management.

Hakob Simidyan presented in detail also the digital data and performances of other designed events.

The Minister answered the Committee members’ questions regarding the sphere.

“The main purpose of the quota introduction is to bring forth the fishing to legal field,” the Minister of Environment Hakob Simidyan said, answering the question on quota of the moderator of the joint sitting, the Committee member of the NA Standing Committee on Financial-Credit and Budgetary Affairs Arusyak Manavazyan.
