The Comprehensive and Enhanced Partnership Agreement (CEPA) signed between the RA and the EU came into force from 1 March 2021, by which the RA undertook to bring its legislation closer to the legislation of the European Union. The approximation process implies the development and adoption of normative legal acts, drafts in accordance with the EU Agreement. The Deputy Minister of Justice Ara Mkrtchyan said this at the sitting of the National Assembly held on June 13 during the report of the draft on Making Addenda to the Law on Normative Legal Acts.

According to the Deputy Minister, the countries that have signed such agreements with the EU have already implemented mechanisms that check the approximation of legislation. There are separate institutes that provide conclusions on the approximation.

“In order to ensure the mentioned process, the notion of “legislation approximation” has been defined by the presented draft, it is also designed that the verification of the conformity of the approximation will be implemented within the framework of the state-legal examination carried out by the RA Ministry of Justice. After the draft is developed by the approximation body - any Ministry, it will be submitted to the Ministry of Justice at the same time as the state legal examination, where the compliance check will be carried out and a conclusion will be issued accordingly,” the Deputy Minister mentioned, adding that the draft was studied and approved by the EU expert team, was debated with all the concerned parties, their proposals were taken into consideration.

The debate of the draft will continue on June 14, during the NA regular sitting.
