Law on Notary reformed

In the extraordinary session convened on July 11, the National Assembly debated the draft law on Making Amendments and Addenda to the Law on Notary in the first reading.

The RA Deputy Minister of Justice Ara Mkrtchyan stated that as a result of the implementation of the law adopted in 2001, a number of shortcomings and omissions have appeared, which need to be corrected, revised and clarified, although the law has been regularly amended.

It is expected that as a result of the proposed amendments and addenda, a number of provisions of the law will be clarified legislatively.

The deputy from the NA Civil Contract Faction Sisak Gabrielyan inquired about the stamp confirming the validity of the passport in foreign countries (exit visa) placed in the passport of an RA citizen, for which there are queues in passport departments. “What’s that for? Is there another country in the world whose citizen has a valid passport, but in order to use that passport, a separate stamp is also needed?”, the deputy asked inquiring whether there was a procedure planned to remove that procedure. According to the explanation of the Deputy Minister, the problem will be solved when biometric passports containing biometric data will be finally and completely introduced, and there will be no need for such a stamp. According to Ara Mkrtchyan, there is no other country like it.

As for when the system of biometric passports will be introduced, the Deputy Minister had no information, because the issue was not in the sphere of justice.

The initiative was adopted in the first reading.
