Legislative initiative to delegate certain functions to professional associations

The necessity to adopt the bill stems from the need to ensure the participation and activity of professional associations in the field of health care, to regulate their functions, to strengthen their role, as well as to promote the participation of senior and middle health workers in decision-making in the field of health care. The Chair of the RA NA Standing Committee on Health Care Narek Zeynalyan said this. The draft law on Making Amendments and Addenda to the Law on Medical Assistance and Service to the Population authored by the deputies Narek Zeynalyan and Lusine Badalyan was debated in the first reading at the NA extraordinary session convened on July 11.

According to the key rapporteur, the associations are one of the most important constituent parts of the healthcare sphere, which unite the healthcare workers of the given country and region. The study of international experience proves that associations in the European region and in many countries of North America are endowed with a number of important powers by law. The draft was developed taking into consideration the best model of social cooperation with non-governmental organizations accepted internationally and already implemented in our country. The draft proposes a similar model of cooperation of the authorized body with associations in the field of healthcare in Armenia. A cooperation agreement will be signed with the associations.

Associations will begin to cooperate with the Ministry of Health, which will contribute to the development of health care in our country.

Presented by Narek Zeynalyan, the draft was debated with the representatives of 22 associations operating in Armenia.

The co-rapporteur, RA Minister of Health Anahit Avanesyan mentioned that professional associations occupy a key place in the development of medicine and healthcare systems.

The initiative was adopted in the first reading.
