Participating in implementation of a child’s individual learning plan to be defined as a parental responsibility, not a right

The draft aims to promote the development of inclusive education. Armenia has adopted universal inclusive education. It is a way of organizing education and it is education for everyone. The deputy Zaruhi Batoyan said this at the sitting of the NA Standing Committee on Science, Education, Culture, Diaspora, Youth and Sport presenting the draft law on Making Addenda and Amendments to the Law on General Education authored by her for debate in the first reading on September 6.

It is proposed to establish in the responsibilities of pedagogical workers the provision of an environment free of discrimination in the classroom, the regulation to prevent the isolation of students, which will promote the inclusion of all students in the educational process, including in extracurricular activities. To establish the right to create an informal group of parents of students with special education needs in school for the realization of the child’s right to education, effective interaction with educators and parents, as well as cooperation with similar groups from other schools. It is proposed that participation in the implementation of the child's individual learning plan is defined as a parental responsibility, not a right.

The Minister of Education, Science, Culture and Sport Zhanna Andreasyan presented the endorsement of the Government on the draft.

During the debate of the draft, the issue of printing textbooks was touched upon.

Sisak Gabrielyan inquired from the Minister when the textbooks for the 2nd , 5th and 7th grades will be ready. Zhanna Andreasyan informed that all the textbooks will be ready by the end of this month. According to the Minister, from September 1, various textbooks for the 5th and 7th grades have already been handed out to the students. “Literally tomorrow, a new batch of textbooks will be sent to schools,” the Minister said and added that if there is a need to copy pages from the electronic versions of textbooks, the schools should organize it, parents should not take part in this matter in any way.

The Committee endorsed the draft.
