Parliament continues work of regular sittings: Accountability measures designed for damaging the common use vehicle roads and engineering structures, the violation of the order of making use of the road are tightened

On September 12, the National Assembly continued the work of the regular sittings. The parliament by voting received the bills debated on the previous day, afterwards continued the debate of other drafts. “Though the drafts aim at tightening the accountability measures designed by legislation for damaging the common use vehicle roads and engineering structures, as well as for the violation of the order of making use of the road,” the RA Deputy Minister of Territorial Administration and Infrastructure Kristine Ghalechyan said, presenting for debate in the first reading at the sitting of the National Assembly the legislative package pm Amending the RA Code on Administrative Offences and on Making Addendum and Amendment to the RA Criminal Code.

The adoption of the drafts expects to increase the amounts of fines designed for the damage of roads and road infrastructure and tighten up the accountability measures.

The deputy of the Armenia Faction Artur Khachatryan inquired about the criteria of increasing the amounts of fines. “Is there a universal approach in the Government how much the fines were increased? Now, you have three times more – from 50 to 150, from 25 to 75, etc.”

The Deputy Minister clarified that in setting the criteria they tried to assess the degree of the offence public danger, as well as the international experience was studied. It was noted that in many European countries, in the U.S., in Canada the established responsibility amounts are much higher and stricter.

The deputy of the Civil Contract Faction Vladimir Vardanyan inquired about the statistics of the road accidents and the number of persons who were subjective to administrative accountability.

The Deputy Minister informed that only during the last 2 months 85 road signs were stolen from the inter-state republican roads, 86 linear metre blockers. The service companies received distinct assignment from the Ministry to present reports on all cases. In the last two years, 28 offenses were recorded, and 23 out of them were disclosed. During the last 3 years, more than 300 road signs were stolen.

The NA Head Committee endorsed the draft.

During the exchange of ideas, the MPs presented a series proposals and remarks and urged their colleagues to follow the use of laws.
