Unified requirements to be established for candidates of directors of CNCOs, SNCOs and CJSCs providing medical care and service

The aim of the draft is to establish unified legal and organizational forms for healthcare institutions that provide medical care and service in state or community non-commercial organizations with 100% ownership rights to the state, by which it will be possible to effectively organize their work. At the same time, it is proposed to create a unified legal framework. The latter will make the management of healthcare organizations legitimate and the medical care and service of the population effective.

The Chair of the Standing Committee on Health Care Narek Zeynalyan presented the package of draft laws on Making Addendum to the Law on State Non-Commercial Organizations and the attached laws in the first reading. The co-authors of the package of draft laws are Lusine Badalyan and Emma Palyan.

“In fact, the community non-commercial organizations (CNCO) and the state non-commercial organizations (SNCO) perform similar functions, and one part of them is currently guided by the Law on Local Self-Government, the other by the Law on SNCOs. Carrying out a similar function, the requirements of director candidates differ from each other, depending on the subordination,” Narek Zeynalyan said and stated that the draft proposes to unify the requirements for director candidates.

According to the rapporteur, regardless of the organizational legal form, candidates for the directors of the CNCOs, SNCOs and CJSCs can be persons with a higher medical education or with specialization in healthcare management and organization, who have at least 3 years of public service or 4 years of medical professional experience. The Ministry of Health is entrusted with the development of the issues planned for the tenders, the entire process of announcing the tender and so on will be organized by the state body under which the given body is.

The question of the deputy of Armenia Faction Armenuhi Kyureghyan referred to the equal conditions of the directors of the CNCO and the SNCO. The deputy inquired whether the directors of both the CNCO and the SNCO have equal rights to carry out professional activities jointly, in response to which Narek Zeynalyan mentioned that the draft gave an opportunity to the directors of both the CNCOs and SNCOs to carry out other paid work in the given organization.

A related report was made by the member of the Standing Committee on Health Care Hrachya Hakobyan, who presented the endorsement of the Committee.

The Deputy Minister of Health Artak Jumayan presented the endorsement of the Ministry. According to the Deputy Minister, the necessity for the legislative package is primarily due to the needs of the regional health care unit.

“The amendments proposed in the package will clarify the requirements and the process of appointment of the mentioned candidates, as well as their further work, both in the state and community health organizations,” the Deputy Minister said and assured that the draft will also solve the staff shortage problem. Artak Jumayan also added that the draft was debated in the Head Committee and was endorsed.
