Committee endorses issue of ratifying Universal Postal Convention

The Universal Postal Convention is the main document that regulates the legal relations, relationships and obligations of the designated postal operator of the Republic of Armenia towards physical and legal entities: Presenting the draft law on ratifying the Universal Postal Convention for debate at the regular sitting of the NA Standing Committee on Economic Affairs on September 27, the RA Deputy Minister of High-Tech Industry Davit Sahakyan said.

According to the key rapporteur, it applies to designated foreign postal operators as well as international airlines, customs services and other international organizations.

The Deputy Minister noted that the Convention establishes general provisions regarding the provision of universal postal services, transit mail exchange, the monetary unit of the UPU, tariffs for postal services, postal security, types of parcels subject to free transportation, issuance of postage stamps confirming payment and other regulatory issues.

It was mentioned that the rules and provisions applicable to correspondence and postal parcels, the responsibility between the designated postal operators, the principles of providing high-speed postal service, as well as preliminary and final provisions are also set in the Convention.

Davit Sahakyan noted that the Universal Postal Convention was signed on 26 August 2021, entered into force on 1 July 2022 and is valid for an indefinite period.

As a result of debate, the draft law was endorsed.
