At the sitting of the Standing Committee on State and Legal Affairs on September 28, the deputies debated a number of legislative initiatives authored by the Government in the second reading. The meeting was moderated by the Committee Chair Vladimir Vardanyan.
The RA Deputy Minister of Justice Levon Balyan presented the package of bills on Making Amendments and Addenda to the Law on Penitentiary Service and on Making Addenda to the Law on Remuneration for Persons Holding State Positions and State Service Positions. The key rapporteur informed that only technical corrections were made to the package after the first reading.
According to the co-rapporteur Arpine Davoyan, with the adoption of the initiative, a new certification procedure will be introduced for the penitentiary officers, which will promote the involvement of qualified personnel in the system, the significant improvement of the payment conditions of the officers, and the increase of the attractiveness of the work. The deputy proposed to vote for the package.
With the next draft law on Penitentiary Service, the Executive proposes to unite operational departments in the penitentiary system into one department. According to the RA Deputy Minister of Justice Levon Balyan, the amendment will contribute to increasing work efficiency. From the first to the second reading, technical corrections were made to the draft.
The co-rapporteur Arpine Davoyan, highlighting the initiative, mentioned that the amendments will have a positive effect on the work of the penitentiary service.
The package of bills on Making Addenda and Amendments to the Law on Enforcement Service and on Making Amendments to the Law on Public Service was also debated presented by the RA Deputy Minister of Justice Levon Balyan. It is proposed to create an Ethics Committee of Law Enforcers, the methods and scope of incentives are expanded.
From the first to the second reading, a new provision has been provided by the proposal of the Government, according to which, with the agreement of the parties in the enforcement service, the annual leave can be granted to the enforcement officer even before the completion of six months of continuous service.
The key rapporteur requested the above mentioned amendment to be taken into consideration during the voting of the initiative.
The co-rapporteur Arpine Davoyan highlighted the amendments implemented in the system and called on her colleagues to vote for the initiative. According to her, with the adoption of the package, the status of the enforcement officer, his working and salary conditions will be improved.
The legislative initiatives debated in the second reading were endorsed.
