Parliament debates a number of legislative initiatives in second reading

The National Assembly debated a number of legislative initiatives in the second reading at the sitting on October 3.

The RA Minister of Economy Vahan Kerobyan presented the addendum proposed by the Government to the Law on Trade and Services. It is planned that the provision of licenses, permits or certificates by the authorized body established by the RA Government for exporting and importing goods subject to restrictions in the field of foreign trade will be carried out exclusively online.

According to the co-rapporteur, the member of the Standing Committee on Economic Affairs Narek Ghahramanyan, the initiative was not amended from the first to the second reading. According to the MP, the draft was debated in the Head Committee and was endorsed.

The bill on Making Amendment and Addenda to the Law on the Control of the Export of Dual-Use Goods, Their Transit Transportation through the Republic of Armenia, as well as the Transfer of Dual-Use Information and the Results of Intellectual Activities envisages setting a provision in Article 6 of the law, according to which the procedure for the examination of controlled goods and controlled immaterial values will be defined by the Government.

“The proposed provision will also be an authorizing legislative norm to improve other legal regulations regarding the sector,” the RA Minister of Economy Vahan Kerobyan underlined.

With another amendment proposed by the draft, the RA Government can define lists of sensitive products, in which the products included may become controlled products as a result of the transformation.

The co-rapporteur, the Deputy Chair of the Standing Committee on Economic Affairs Babken Tunyan, speaking of the endorsement of the Committee, called on his colleagues to vote for the initiative.

The draft law on Making Amendments and Addenda to the Law on Transportation of Dangerous Goods and Non-Disarmed Containers by Road Transport and the attached bills were debated, presented by the RA Deputy Minister of Territorial Administration and Infrastructure Armen Simonyan.

“As a result of adopting the legislation setting the requirements for the transportation of dangerous goods by road transport, an increase in the safety of transportation is expected, as well as the fulfillment of the international obligations assumed by the RA,” Armen Simonyan underscored. According to him, only technical amendments were made from the first to the second reading.

The member of the Standing (Head) Committee on Economic Affairs Hayk Tsirunyan introduced the endorsement of the Committee.

With the package of bills authored by the Government on Making Amendments and Addenda to the Law on Penitentiary Service and on Making Addenda to the Law on Remuneration for Persons Holding State Positions and State Service Positions, it is proposed to introduce a new attestation system in the penitentiary service, as a result of which the employees in the system will receive a surcharge. The RA Deputy Minister of Justice Levon Balyan said this. The Executive made technical amendments to the package from the first to the second reading.

According to the co-rapporteur, the member of the Standing Committee on State and Legal Affairs Arpine Davoyan, with the adoption of the initiative, a new certification procedure will be introduced for penitentiary officers, which will promote the attraction and retention of quality personnel in the system, and the significant improvement of the salary conditions of the officers. The deputy urged her colleagues to vote for it.

The RA Deputy Minister of Justice Levon Balyan also presented the proposed addenda to the Law on Penitentiary Service to the deputies for debate.

The member of the Standing (Head) Committee on State and Legal Affairs Arpine Davoyan presented the endorsement of the Committee.

The Parliament also debated the package of bills on Making Addenda and Amendments to the Law on Enforcement Service and on Amending the Law on Public Service.

The Standing Committee on State and Legal Affairs endorsed this initiative as well.

The package of bills on Making Amendment and Addenda to the Law on Licensing and on Making Addenda to the Law on Postal Communication was presented by the Deputy Chairman of the RA State Revenue Committee Artur Manukyan. According to him, from the first to the second reading, the Government made about 10 editorial amendments.

The rapporteur reminded that the package proposes to set relevant regulations in the above-mentioned laws, according to which the Government will set minimum requirements for information systems of carriers.

The Deputy Chair of the Standing Committee on Economic Affairs Babken Tunyan gave a related report. According to him, the Committee endorsed the initiative. Touching upon the technical amendments made in the package after the first reading, the deputy noted that some of them were proposed by the Expertise and Analytical Department of the NA Staff.

According to the Deputy Chairman of the RA State Revenue Committee Artur Manukyan, a number of provisions are supposed to be repealed by the proposed amendments to the Law on Tax Service. According to the rapporteur, no proposal was presented from the first to the second reading.

The member of the Standing (Head) Committee on Economic Affairs David Arushanyan presented the endorsement of the Committee.

The debated legislative initiatives were adopted in the second reading and in full.
