Effectiveness of authentication of notary documents to be increased, additional expenses to be reduced

It is designed to increase the effectiveness of authentication of documents, to reduce the additional expenses, in particular, to comprehensively regulate the procedure of refusal to perform notarial acts on a wanted person regarding the RA diplomatic service bodies and clarify the scope of persons performing notarial acts on behalf of the RA diplomatic service bodies. This was stated by the Deputy Minister of Foreign Affairs Mnatsakan Safaryan during the NA regular sittings on October 24, presenting to the parliamentarians in the first reading the package of draft laws on Making Amendments and Addenda to the Law on Notary and on Making Addenda to the Law on Consular Service.

The draft proposes to eliminate the problems and inconsistencies arising in law enforcement practice, particularly, the mandatory presence of a compression seal and to add the provisions regarding the ‘QR’ code and the ‘e-verify’ system.

As a result of the regulations, it will be possible to avoid the contradictions between the legal acts and clarify the notary services provided by consular officials, including consuls and vice-consuls.

The deputy of the RA NA Civil Contract Faction Sergey Bagratyan asked the Deputy Minister of Foreign Affairs why the draft on canceling the mandatory presence of a compression seal is being adopted, has any problem caused in practice? In response to the question, Mnatsakan Safaryan stated that it is redundant, digitalization has made work easier, so there is no longer a necessity for a compression seal and some other previously mandatory provisions, they are already out of use.

The member of the Standing Committee on State and Legal Affairs, the co-rapporteur of the draft Arpine Davoyan informed the parliamentarians that the draft was debated in the relevant Committee and was endorsed.
