One of the primary goals of the Republic of Armenia is to provide the medical institutions with the qualified specialists educated in the higher educational and post higher educational and average professional educational institutions through training, effective planning and management of the human potential of the health sector. The peculiarities of the medical workers’ activity, the greatest responsibility towards the life and health serve as a basis for obtaining new knowledge, skills during the whole professional activities, which directly also has an effect on the increase of the medical aid and service quality. Hence, the Government launched the process of the introduction of the professional individual license system and its reoperation. The Minister of Health Anahit Avanesyan said this during the NA regular sittings, presenting to the parliamentarians in the first reading the legislative package designing on Making Amendments and Addenda to the law on Medical Aid and Service of the Population and addenda and amendments to the enclosed laws.
The Minister of Health informed that about 35.000 medical workers passed the certificate process for carrying out medical professional activity as a result of the law entered into force from January 1, 2023.
“As a result of the adoption of the draft, the Republic of Armenia will have medical workers with uninterrupted improvement of their professional qualities, skills, knowledge, and we’ll have certain control towards the medical workers in case of violation of ethical norms,” Anahit Avanesyan noted and added that the term of the law entering into force for the medical workers will be set until January 1, 2027, and for the clinical residents until January 1, 2025.
According to the Minister, the law designs two kinds of individual license: one is temporary, the other one - completely operated. This differentiation will allow also carrying out limited professional activities.
The member of the Standing Committee on Health Care Hripsime Hunanyan informed that the draft was debated at the Committee and endorsed it.
