On November 29, at the regular sitting the NA Standing Committee on Economic Affairs debated in the second reading and endorsed a number of draft laws.
The RA Deputy Minister of Justice Armenuhi Harutyunyan reminded the attendees regarding the draft law on Amending the RA Code on Administrative Offences that it is proposed to set stricter measures of administrative responsibility for voluntarily constructing buildings and structures, reconstructing, construction work without permission and demanding installment permission, carrying out demolition or dismantling without permission, and not completing in the terms prescribed by the urban development norms established for the construction of the relevant urban development activity.
As Armenuhi Harutyunyan assured, it is expected by the draft that the requirements compliance established by the legislation will be improved, the cases of not completing the voluntarily constructing, installing, reconstructing buildings and structures in the terms prescribed by the urban development norms established for the relevant urban development activity will be reduced.
The Deputy Minister also presented the statistical data about situation in the marzes. During 2020-2023, 4673 decisions were made on making accountable, 3427 out of them - in Yerevan, and 1246 – in the marzes.
It was noted that after the first reading amendment of technical character was made.
The RA Deputy Minister of Territorial Administration and Infrastructure Armen Simonyan presented for debate the package of drafts on Making Amendments and Addenda to the law on Roadmap and the enclosed ones.
It is proposed by the legislative initiative to regulate the activities of the organizations registering and transferring orders for the passengers on electronic platforms by the law on Notification of the Activity Implementation, as well as to review the process of providing regular passenger transport license established by the RA law on State Duty and set administrative responsibility measures in case of violations of regulations.
According to him, after the first reading mainly amendments of technical character were made.
The draft law on Making Addenda to the law on State Duty was debated in the second reading.
The Deputy Chairman of the State Revenue Committee Artur Manukyan noted that during the period from the first to the second reading one amendment was made, proposals in written form were not made.
As a result of debates, a decision was made that the law will enter into force from March 1, 2024.
