Legislative initiative aimed at regulating circulation of arms and ammunition

On October 5, 2022, the RA National Assembly adopted, and on October 26, 2022, the RA President signed the Law on the Regulation of Arms Circulation, which officially entered into force on June 1, 2023 and represents one of the important achievements of the regulation of public relations and the development of the security system.

On December 30, 2022, with the RA Prime Minister's decision N 1562-A, the measures to ensure the implementation of the laws on Regulation of Arms Circulation and on Making Amendments and Addenda to the Law on Licensing were approved, where the legislator supported these measures in working order. During that time and after the law came into force, a number of provisions of the new legislation were again deeply studied.

This was stated by the NA deputy Vilen Gabrielyan, who presented the draft law on Making Amendments and Addenda to the law on Regulation of Arms Circulation and the package of the attached drafts authored by him for debate in the first reading at the regular sitting of the NA Standing Committee on Defense and Security on December 4.

According to him, the main goal of the proposed legislative amendments is the regulation of relations arising in connection with arms circulation in the Republic of Armenia. The legislative amendments should regulate the newly created legal relations in the field of civilian arms circulation. They are aimed at the development of the economy, sports and shooting, overcoming possible corruption risks, reducing the number of self-defense and illegal weapons and gradually removing them from shadow circulation.

It was noted that the adoption of the package of drafts will also promote the development of hunting, amateur and sports shooting, as well as military training.

The co-rapporteur, the Deputy Chair of the NA Standing Committee on Defense and Security Armen Khachatryan attaching importance to the adoption of the legislative package, called on his colleagues to vote for it.

The RA Deputy Minister of Internal Affairs Arpine Sargsyan presented the positive position of the Government. She highlighted the joint work with the author regarding the package.

As a result of debate, the legislative package was endorsed.
