Issue of election for member of Corruption Prevention Commission is under debate

At December 6 regular sitting, the National Assembly debated the issue of the election for the member of the Corruption Prevention Commission. Haykuhi Harutyunyan was nominated for the position of the Corruption Prevention Commission by the decision of the Competition Council. The member of the Competition Council, the deputy of the NA Civil Contract Faction Arusyak Julhakyan presented the candidate’s biography and working career.

Haykuhi Harutyunyan is a lawyer by her profession, from 2010 – member of the Chamber of Advocates of Armenia. During her working activity Haykuhi Harutyunyan worked as an expert in the programmes being implemented by a number of international organizations. On November 19, 2019 she was elected in the position of the member of the Corruption Prevention Commission by the National Assembly, after which she was elected in the position of the Chair of the Commission by the Commission, holding office until November 19 of this year. After completing the term of holding office she submitted a bid on October 25 for taking part in the competition being held for filling the position to be vacant in the Corruption Prevention Commission, and on November 20 the Competition Council approved her candidacy.

During her speech the candidate touched upon the activity of the Corruption Prevention Commission and underlined that it is already an established structure. According to her, the Commission worked unbending, did not tolerate interventions, pressures towards the activities, ensured institutional reforms, achievements and unbiased, brave use of the rules, which became as a basis for the change or formation in a new way of other state bodies – courts, prosecutor’s office, the SJC, the new Corruption Prevention Commission.

Haykuhi Harutyunyan drew the deputies’ attention to the activities of the Anti-Corruption Commission, particularly, the four successful stories recorded by the Commission during four years.

The candidate assured that in case of being elected, she will continue what she and her colleagues started doing a few years ago. “My readiness of continuing the activity of the corruption prevention is to be able to control the increase of the property, which will not be substantiated with legal incomes or will not be, if the person does not hold concrete position. The person holding public position, having privilege will not employ, doing a favour, will not get presents for fulfilling his/her duties, and if he/she gives presented be sure that it was from his/her own, legal means,” she stressed particularly, adding that the fight against corruption in Armenia is already an irreversible reality.

Haykuhi Harutyunyan answered the deputies’ questions, which referred to the problems of the sphere, as well the work to be done in case of being elected and the building integrity of her family members as a declarant, the violations related to the accountability of the Commission, the activity of the Commission, the clash of the interests, as well as some problematic episodes of the work of the Corruption Prevention Commission.

The deputies expressed their positions on the candidacy, some of them expressed their concern about some episodes and building integrity of the candidate’s activities.

The debate of the issue will continue on December 7.
