National Assembly debates in second reading a number of legislative initiatives

At December 8 sitting, the parliament debated in the second reading debated a number of legislative initiatives.

The RA Deputy Minister of Territorial Administration Armen Simonyan presented the amendments being proposed to the law On Motor Transport and in the enclosed laws and codes.

Technical amendments were made from the first to the second reading.

In his co-report, the Deputy Chair of the NA Standing Committee on Economic Affairs Babken Tunyan, presenting the endorsement of the Committee on the initiative, noted: “One of the first steps regulating the sphere of the taxi drivers.” The MP called on his colleagues to vote for it.

Presenting some statistical data, the RA Deputy Minister of Justice Armenuhi Harutyunyan noted that during 2020-2023, 4673 decisions on making administrative accountable were made for building voluntary structures, 3427 out of them in Yerevan, and 1246 – in the marzes.

The member of the Standing Committee on Economic (Head) Affairs Narek Ghahramanyan presented the endorsement of the Committee.

The control towards the transportation of the construction garbage to specially allocated places with specially defined route is reserved to the local self-government bodies by the amendment to be proposed to the law on Protection of Atmospheric Air.

It was noted that the MPs presented proposals on the initiative from the first to the second reading.

The Standing Committee on Territorial Administration, Local Self-Government, Agriculture and Environment Protection endorsed the initiative. The Deputy Chair of the Committee Aren Mkrtchyan said this.

The deputies also debated in the second reading the package of the bills designing amendments to the laws on Notary and on Consular Service. The RA Deputy Foreign Minister Mnatsakan Safaryan presented the initiative authored by the Government.

In his co-report the member of the Standing Committee on State and Legal Affairs Arpine Davoyan noted that as a result of the adoption of the initiative the efficiency of the document authentication will rise and the additional expenses will be reduced.

The RA Deputy Minister of Foreign Affairs Mnatsakan Safaryan also presented the amendments and addenda being proposed to the law on Diplomatic Service.

After the first reading only the deputy Sargis Khandanyan presented a proposal.

The Chair of the NA Standing Committee on Foreign Relations Sargis Khandanyan noted that the Committee endorsed the draft.

The RA Deputy Minister of Environment Tigran Gabrielyan presented the addenda and the amendments being envisaged to the law on Protection of Ozone Layer and to the Code on Administrative Offences.

The initiative was revised on the basis of the proposals of the Government after the first reading.

The member of the Standing Committee on Territorial Administration, Local Self-Government, Agriculture and Environment Protection Mikayel Tumasyan presented the endorsement of the Committee. The MP urged his colleagues to vote for the initiative.

As the RA Deputy Director of National Security Service Andranik SImonyan informed, the bill designing amendments and addenda to the law on Service in National Security Services was debated.

As the rapporteur informed, after the first reading proposals were not made on the draft.

In her co-report the deputy Kristine Poghosyan voiced about the endorsement of the NA Standing Committee on Defense and Security.

The author of the amendments to the law on RA Citizenship. According to the Head of the Migration and Citizenship Service of the RA Minister of Internal Affairs Armen Ghazaryan, the draft was not amended after the first reading.

The member of the Standing Committee on Defense and Security Kristine Poghosyan also presented the endorsement of the Committee.

Relevant fines and measures are designed by the addendum on Customs Regulation in case of not providing the uninterrupted work of the information system. The RA Deputy Minister of State Revenue Service Ashot Muradyan said this. The rapporteur two paragraphs were added to the draft from the second reading by the proposal of the Government.

The Standing Committee on Regional and Eurasian Integration endorsed the initiative. The Committee member said this.

The RA Deputy Minister of Justice Eduard Hakobyan amended the RA Criminal Procedure Code and the enclosed laws.

It is proposed by the amendment to the law on Precious metals to set an authorized body, the Ministry of Education, Science, Culture and Sport, the management of cultural values as a responsible official of the national reserve.

In his co-report, the deputy Hovik Aghazaryan presented the endorsement of the Standing Committee on Economic Affairs.
