The adoption of the draft laws is conditioned by the necessity to regulate the legal relations arising during the occupation of temporarily vacant positions of the tax and customs services. This was stated by the First Deputy Chairman of the RA State Revenue Committee (SRC) Artyom Smbatyan, presenting the package of Making Addenda and Amendment to the Law on Tax Service and the attached bills in the first reading for debate.
In case of vacant positions in the tax or customs services with the addenda proposed in the laws regarding tax and customs services, when there are no candidates who have passed the appropriate training and received a certificate, these positions can be held by signing a fixed-term employment contract with a person who meets the requirements of the passport of the given position, who is in the tax or customs service personnel reserve.
With the other addendum, it is proposed to establish that in order to fill the vacant positions after January 1, 2024, if there are no candidates who have passed training and received a certificate, then they can be filled by signing a fixed-term employment contract with another person in accordance with the law on Civil Service until appointing in the given vacant position of the tax and customs service in accordance with the law, but not for more than one year.
It is also established that the above-mentioned relations will be regulated by the law on Civil Service.

The legislative initiative was debated at the regular sitting of the National Assembly on January 15.
