Performance appraisal system to be introduced in SRC

The purpose of the adoption of the draft is to introduce a toolkit for providing additional payment to the Committee’s employees based on performance appraisal in the RA State Revenue Committee. The addenda and amendments to the law on Remuneration of Persons Holding State Positions and State Service Positions were debated at the NA regular sitting on January 15, which were presented by the Chairman of the RA State Revenue Committee Rustam Badasyan.

“We have decided to follow the international experience, which implies an assessment of performance results and a fair system of remuneration of tax or customs officials based on it. The purpose of the draft is to stop the flow of specialists from the SRC: Many employees get the opportunity to work in the private sector with a higher salary, and no matter how dedicated they are to the tax or customs service, at some point the inequality of salaries is so huge that they decide to move to the private sector,” Rustam Badasyan said.

Rustam Badasyan answered the deputies’ questions, presenting clarifications regarding negative performance and artificial inspections.

According to the member of the Standing Committee on State and Legal Affairs Lilit Minasyan, the draft is aimed at increasing work efficiency and ensuring healthy competition between employees. She proposed her colleagues to vote for the draft.

In their speeches, the MPs referred to the principles of equality and proportionality of the unified system, the necessity and importance of professional assessment.

In their final speeches, the key and co-rapporteurs highlighted the necessity to implement the system.
