Parliament debates initiative regarding video recording of control procurement procedure

The regulations proposed by the legislative initiative authored by the Government refer to the improvement of administration. In particular, issues regarding evidence arise during thematic inspections. Video recording of some parts of the control procurement procedure within the framework of the thematic inspection of cash register machines is designed. The employees of the tax authority will be given the opportunity to make a video recording, the results of which can be used later in court when disputing this or that evidence. The Chairman of the RA State Revenue Committee (SRC) Rustam Badasyan spoke about this, presenting the legislative package providing for addenda and amendments in the Tax and Administrative Procedure Codes and the Law on Trade and Services in the first reading for debate.

According to the rapporteur, the amendments to the Law on Trade and Services provided for the cash register machine to be under camera control in the trade halls, but during the debate in the Standing (Head) Committee on Economic Affairs, the deputies presented some observations, and an agreement was reached to assess the issue of effectiveness of the proposed toolkit from the first to the second reading.

Other amendments are also made by the initiative.

The Deputy Chair of the Standing Committee on Economic Affairs Babken Tunyan noted that the initiative was discussed among the businessmen. According to the deputy, it was specified in the Committee that the inspectors will film the period before and after the purchase. According to the rapporteur, an agreement was reached to hold an additional debate on some issues from the first to the second reading. According to the Deputy Chair of the Committee, the proposed regulations should be institutional. Babken Tunyan, informing that the Committee endorsed it, urged his colleagues to vote for the initiative.

The legislative package was debated at the NA sitting on January 15.
