At the regular sitting of January 15, the parliament debated a number of legislative initiatives in the second reading.

The Minister of Economy Vahan Kerobyan presented the amendments being proposed in the laws on Protection of Economic Competition and on Trade and Services.

Amendments of technical character were made to the draft by the proposal of the Government from the first to the second reading.

The Executive proposed by the draft law on Amending the law on Penitentiary Service proposed to set as a basis for dismissing from work the penitentiary officers registering as non-checked result twice at the next text test as a result of special education and training.

The Deputy Minister of Justice Levon Balyan noted that during the period from the first to the second reading there was no amendment to the draft.

The member of the Standing (Head) Committee on State and Legal Affairs Arpine Davoyan presented the endorsement of the Committee.

The process of appointing, re-appointing and dismissing the persons holding administrative position in case of the change of the superior, the direct Head, the Minister or the Head of the community, will be more specified, the order of appointing in the given position of the Acting Head by the addenda to the law on Public Service .

Levon Balyan informed that amendments were made from the first to the second reading.

The member of the Standing Committee on State and Legal Affairs Trdat Sargsyan presented the endorsement of the Committee and called on the deputies to approve the draft law.

The MPs debated in the second reading the amendments and addenda being designed to the law on Regulation of Arms Circulation and in the enclosed laws . The author of the draft Vilen Gabrielyan presented the package.

The Standing Committee on Defense and Security endorsed the initiative. The Deputy Chair Armen Khachatryan said this.

The Deputy Minister of Internal Affairs Arpine Sargsyan presented the position of the Government. The representative of the Ministry informed the Executive worked with the author of the draft, great part of the proposals was realized. The Deputy Minister also assured that the Government is ready to continuously monitor the law in force and to propose relevant solutions.

The SRC Chairman Rustam Badasyan presented the draft law on Making Addenda to the law on State Duty.

The Deputy Chair of the Standing Committee on Economic Affairs Babken Tunyan presented the endorsement of the Committee.

The NA deputy Eduard Aghajanyan presented the draft law on Amending the RA Code on Administrative Offences.

“ The citizens will be freed from senseless bureaucratic hassles, the administration of the Patrol Service will be simplified,” Eduard Aghajanyan said and informed that all the proposals of the Ministry of Internal Affairs were accepted by him.

The Deputy Chair of the Standing Committee on Defense and Security Armen Khachatryan presented the endorsement of the Head Committee and said that in case of the adoption of the draft the citizen who committed administrative offence will be freed from irrelevant obligation.

The Government proposed to improve the bankruptcy process by the draft law on Making Amendments and Addenda to the law on Bankruptcy.

The member of the Standing Committee on State and Legal Affairs Lilit Galstyan presented the endorsement of the Committee. The MP noted that the Government made amendments of several technical character to the draft during the period from the first to the second reading.

The Deputy Minister of Justice Ara Mkrtchyan presented the draft on Making Amendments and Addenda to the RA Criminal Code and the enclosed presented package of draft laws.

Arpine Davoyan presented the position of the Standing Committee on State and Legal Affairs. The parliamentarian informed that the representative of the Government accepted her proposals, thus called on her colleagues to vote for the package of drafts.

The NA deputy Hayk Sargsyan proposed to give an opportunity to the citizens who turned 27 and avoided compulsory military service to do compulsory military service for 1 month and to pay 8 million AMD to the state budget instead of the former 10 million AMD by the legislative package designing addenda and amendments on Military Service and the Serviceman’s Status and in Criminal Code.
