At the regular sitting of February 6, the Parliament debated a number of legislative initiatives in the second reading.
The RA Deputy Minister of Justice Armenuhi Harutyunyan presented the draft law on Making Addenda and Amendments to the RA Civil Procedure Code and the attached package of draft laws. The purpose of the addenda and amendments proposed by the legislative package is to ease the workload of the courts by solving the problems arising in the legal practice. The Government presented a number of proposals, some of which derive from the observations presented by the Expertise and Analytical Department of the NA Staff, from the work debates held with the Committee. There are technical, linguistic and structural edits.
The co-rapporteur, the Deputy Chair of the Standing Committee on State and Legal Affairs Arusyak Julhakyan noted that the legislative initiative under debate is aimed at solving the problems that arose during the practical application of the RA Civil Procedure Code adopted five years ago. Presenting the endorsement of the Head Committee on the legislative package, Arusyak Julhakyan proposed her colleagues to vote for it.
The RA Deputy Minister of Labor and Social Affairs Tatevik Stepanyan submitted to the Parliament for debate the draft law on Amending the Law on Medical Aid and Service of the Population and the attached package of draft laws. The purpose of the adoption of the package of drafts is to make editorial amendments in a number of laws, the wording will be adjusted to the current legislation. According to the key rapporteur, technical amendments were made during the period from the first to the second reading.
In the second reading, the National Assembly debated the draft law providing for addenda and amendments to the RA Law on State Duty, by which it is planned to regulate the trade of ferrous and non-ferrous metals and products manufacturing from them. According to the Minister of Economy Vahan Kerobyan, the goal is to extend the value chain and promote the final processing of metal semi-finished products manufactured in Armenia. The Minister pointed out that it is proposed to impose a state duty on the export of metal semi-finished products. It is proposed to set the date of entry into force of the draft law on January 1, 2025.
The co-rapporteur, the member of the NA Standing Committee on Economic Affairs Hayk Tsirunyan informed that the Head Committee debated and endorsed the draft law.
In the second reading, the Parliament also debated the draft law on Amending the Law on Prosecutor’s Office and the attached package of draft laws authored by the MP Arpine Davoyan. The rapporteur mentioned that persons with certain work experience and a relevant professional path are given the opportunity to be appointed to the position of prosecutor by the Prosecutor General after passing an exam in the Qualification Commission attached to the Prosecutor General, after being included in the list of candidates for prosecutors, without having studied at the Academy of Justice.
The deputy Alkhas Ghazaryan presented the endorsement of the NA Standing Committee on State and Legal Affairs.
