Parliament debates a number of legislative initiatives in second reading

In the sitting of February 27, the National Assembly debated more than a dozen legislative initiatives in the second reading.

Presented by the RA Deputy Minister of Internal Affairs Arpine Sargsyan, the draft law on Making Amendments and Addenda to the RA Code of Administrative Offenses and the package of the attached bills were debated.

The initiative envisages that in case of violations carried out by means of video recording devices, in the conditions of receiving the decisions by means of electronic notification, the RA citizens can receive the imposed fine in a 20% lower amount. From the first to the second reading, it was decided that the rule will take effect from May 1st of this year instead of July 1st.

“Regardless of the electronic notification, the rule regarding paying 30% of the fine within a 15-day period will come into force on the tenth day following the official publication,” the Deputy Minister underlined.

The rapporteur also detailed the amendments made in the scoring system from the first to the second reading. The bill providing for an addendum to the law on State Duty was removed from the package.

In their speeches, the deputies welcomed the amendments, mentioning that they are aimed at increasing the safety of road traffic and the manifestation of more law-abiding behavior of citizens.

The Chairman of the State Revenue Committee (SRC) Rustam Badasyan presented the proposed addenda to the law on Customs Regulation , which introduce a tender procedure.

With the new regulations proposed in the law on Remuneration of Persons Holding State Positions and State Service Positions , a performance evaluation system will be introduced in the SRC, with which a fair remuneration mechanism will operate in the structure. This will provide additional social guarantees for the Committee’s employees.

Rustam Badasyan also presented the addenda and amendments designed in the Tax and Administrative Procedure Codes . There will be an opportunity to video record the process of tax administration and record the results. With the proposed regulations, there will be an opportunity to openly video record the process of tax control, with which the SRC will be able to assess the effectiveness of tax administration, and there will be no problems in terms of evidence.

From the first to the second reading, the regulation was removed from the package of drafts, according to which the business entities have to provide a certain video surveillance system in the place of trade.

The purpose of the draft law on Making Addenda and Amendments to the RA Tax Code authored by the Government is to regulate the process of providing summary information on the movement of taxpayers' bank accounts, as well as the process of providing bank statements to the tax authority during tax audits and studies, in order to integrate them into the risk management system.

The package of draft laws on Making Amendments and Addenda to the RA Tax Code will regulate the procedural issues regarding levying of unpaid tax obligations by the tax authority.

The RA Minister of Health Anahit Avanesyan, presenting the draft law on Public Health and the attached package of draft laws , noted that its adoption will contribute to the implementation of a more flexible policy in the field, the entire range of sub-legislative acts will be amended. According to the Minister, a number of new notions were defined by the legislative package, new regulations were issued, and the previously existing regulations were revised.

In the second reading, the Parliament debated the package of draft laws on Museums and on Making Addenda to the RA Code on Administrative Offenses authored by the Government.

The RA Deputy Minister of Education, Science, Culture and Sport Alfred Kocharyan informed that during the period from the first to the second reading, the package of drafts was revised, some proposals presented by the deputies Taguhi Ghazaryan and Lilit Galstyan were accepted. The proposals presented by the representatives of museums and the NGO's were also taken into consideration.

With the amendments proposed in the draft law on the RA State Awards and Honorary Titles and the related laws , the framework of the awarded honorary titles will be revised, removing a number of honorary titles from the law. Out of the 17 honorary titles, only the Honorary Collective honorary title will remain.

The Deputy Minister of Health Artak Jumayan presented the amendments to the law on Cumulative Pensions.
