Performance of Government’s programme for 2023 debated in Committee

The report on the implementation process and results of the Government programme (2021-2026) for 2023 was debated and taken as a note at the sitting of the NA Standing Committee on Economic Affairs.

The RA Minister of Territorial Administration and Infrastructure Gnel Sanosyan, the Chairman of the RA State Revenue Committee (SRC) Rustam Badasyan and the Acting Deputy Minister of Economy Rafayel Gevorgyan touched upon the sectoral strategic plans, presented the macroeconomic environment and the results recorded in 2023.

In the field of lithosphere use, the adoption of the strategy for the development of the mining industry has been characteristic.

1136 road construction equipment and mechanisms were imported to the republic, 524 of which were leased.

In the field of aviation, a record increase of passenger transportation was recorded: 5 million 425 thousand. The indicator is 47% more than last year. Gnel Sanosyan considered the fact that every third passenger was transported by Armenian Airlines to be characteristic.

1.7 billion AMD was invested in the railway transport sector. There was a 7.6% increase in passenger transportation.

Regarding the work carried out in the energy sector, it was noted that 8.8 billion kilowatt hours of electricity were produced, 6.4 billion were consumed.

It was also an active year in the field of state property management: The total entry made 15.3 billion, 6.4 billion more than last year’s figure.

488 vehicles were alienated from various state structures under the vehicle optimization programme.

Rustam Badasyan mentioned that the tax/GDP ratio improved by 0.8 percentage points to 23.9%, including the income tax refund for mortgage interest.

In the field of tax administration, shadow reduction was registered. In 2023, 2 trillion 222 billion tax revenues were recorded, which is 296 billion AMD more than last year’s figure. An increase was recorded in all the types of taxes.

Presenting the statistical data, the SRC Chairman noted that the five-year growth rate of tax revenues in 2013-2017 was 279.5 billion AMD, and the sum of the five-year growth in 2019-2023 was 963.8 billion AMD.

About 363 billion AMD was returned to the taxpayers in the financial year.

8.7% economic growth rate was recorded. “We have become leading in the region according to the International Monetary Fund’s GDP per capita index,” Rafayel Gevorgyan said. Over the past three years, the economy has grown by a total of about 30%. A significant increase in budget entries was recorded.

In the Q&A session, the MPs inquired about the targeted support programmes for the affected communities, passenger transportation reforms, aviation sector issues, tax policy, tax revenue growth, cash register indicators, implementation of administration and other issues regarding the field.
