Along with its regulatory and oversight functions, the Civil Aviation Committee is currently providing a number of services for which no state duty or fee is charged. The study of international experience has shown that similar services are provided on a paid basis in several countries of the world. For this purpose, the Government proposes addenda to the laws on State Duty and on Aviation, which will set a state duty for 13 groups of services. The RA Deputy Minister of Territorial Administration and Infrastructure Armen Simonyan stated this while presenting the legislative package in the first reading at the sitting of the National Assembly on March 19.

These services are: aerodrome and heliport conformity assessment and certificate issuance, take-off and landing platforms conformity assessment and operating permit assessment, granting of permits to organizations providing air navigation services, study of obstacles to be built around airports and providing or denying consent, provision of information on the volume of transport services for cargo and passenger transportation by air transport.

According to the Deputy Minister, the amount of the duty for the services presented was calculated on a person/hour basis, taking into consideration the actual working time spent for the specified service, the resources used, the nature of the service and the combinations of fees in international practice.

With the adoption of the draft, the planned revenues of the state budget will amount to about 150 million AMD per year.

In her related report, the member of the Standing Committee on Economic Affairs Tsovinar Vardanyan noted that with the adoption of the legislative proposal, the quality of services will improve, the airlines will have competitive conditions in the international market as well. The Committee endorsed it.
