Government proposes to revise and proportionally increase coefficients of Chairman and member of CTR

According to the draft, it is proposed to set the coefficients for calculating the basic salary of the Chairman of the Commission on Television and Radio (CTR) and the member of the Commission in accordance with the coefficients established for the calculation of the basic salary of the persons holding relevant positions in the Central Electoral Commission. The Head of the Civil Service Bureau of the RA Prime Minister’s Office Vache Qalashyan said this presenting the draft law on Making Addenda and Amendments to the Law on Remuneration of Persons Holding State Positions and State Service Positions in the first reading.

The issue was debated at the sitting of the Standing Committee on State and Legal Affairs on April 2.

“Based on the principles established by the Law on Remuneration, the Government proposes to revise and proportionally increase the coefficients of the Chairman and the member of the Commission on Television and Radio,” Vache Qalashyan noted.

The key rapporteur answered the MPs’ questions, referring to the duties and powers of the Chairman and the member of the Commission on Television and Radio, the remuneration coefficients of independent state bodies, the uniformity of the remuneration policy.

The Chair of the Standing Committee on State and Legal Affairs Vladimir Vardanyan asked what the principle of remuneration of independent bodies is, which collegial body is paid the highest, and whether there are discrepancies in remuneration in the existing bodies. “We have 6 independent state bodies, of which the highest salary coefficient is for the Chairman and the member of the Supreme Judicial Council,” Vache Qalashyan answered.

“Constitutional status must be respected, based on which the proposed amendment must be implemented,” Vladimir Vardanyan mentioned, adding that there should not be a huge gap in the functions of independent bodies.

In his final speech, the key rapporteur mentioned that it is necessary to address controversial gaps and overcome certain distortions within the framework of salary reforms in further professional discussions. “This is also planned by the reform strategy approved by the Government, and we are committed to implementing this reform by 2026,” Vache Qalashyan said.

The draft was endorsed.
